weaned from <strong>the</strong> <strong>in</strong>dustry <strong>and</strong> be admitted to <strong>the</strong> 20 special schools. In 1991, 20% <strong>of</strong> <strong>the</strong>se<br />
thous<strong>and</strong> children was still found work<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry after school.<br />

6.10 Conclusions<br />
The full-time child workers <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>export</strong> <strong>in</strong>dustry <strong>in</strong> Jaipur, whe<strong>the</strong>r work<strong>in</strong>g for<br />
an employer or with <strong>the</strong>ir fa<strong>the</strong>r, are economically exploited, deprived <strong>of</strong> (mean<strong>in</strong>gful) education<br />
<strong>and</strong> have no childhood <strong>in</strong> terms <strong>of</strong> play, leisure time <strong>and</strong> social life.<br />
Employers have a vested <strong>in</strong>terest <strong>in</strong> <strong>the</strong> cheap child <strong>labour</strong>ers because <strong>the</strong>y are much cheaper than<br />
<strong>adult</strong>s. On an average an employer pays an 8-year old child <strong>in</strong> his first year <strong>of</strong> employment a wage<br />
which is 11% <strong>of</strong> <strong>the</strong> wage <strong>of</strong> an <strong>adult</strong> worker <strong>of</strong> 14 years <strong>of</strong> age as compared with 4% <strong>of</strong> <strong>the</strong> wage<br />
which an <strong>adult</strong> worker earns if he is around 25 years <strong>of</strong> age. For a child who has already worked<br />
for 1 to 3 years <strong>and</strong> is around 10 years <strong>of</strong> age, <strong>the</strong>se percentages are 50% <strong>and</strong> 16%. Thus <strong>the</strong><br />
employer saves a lot <strong>of</strong> money if he employs children <strong>in</strong>stead <strong>of</strong> <strong>adult</strong>s, also when <strong>the</strong> children<br />
have ga<strong>in</strong>ed some experience.<br />
The employers partly teach <strong>the</strong> child workers valuable skills. They use <strong>the</strong>m under <strong>the</strong> pretext <strong>of</strong><br />
apprenticeship while pay<strong>in</strong>g <strong>the</strong> child <strong>labour</strong>ers abysmally low wages <strong>and</strong> lett<strong>in</strong>g <strong>the</strong>m work for<br />
long hours per day, for many years. These employers, who started manufactur<strong>in</strong>g units dur<strong>in</strong>g <strong>the</strong><br />
last 1 to 6 years due to <strong>the</strong> <strong>in</strong>creased <strong>in</strong>ternational dem<strong>and</strong> for <strong>gem</strong> stones, have a short-term<br />
<strong>in</strong>terest <strong>in</strong> cheap child <strong>labour</strong>.<br />
Most <strong>of</strong> <strong>the</strong> fa<strong>the</strong>rs (parents) project <strong>the</strong>ir own hard work<strong>in</strong>g life on <strong>the</strong> life <strong>of</strong> <strong>the</strong>ir child(ren) <strong>in</strong><br />
future, which makes <strong>the</strong>m decide that <strong>the</strong>ir child(ren) should learn a skill at a young age so that<br />
<strong>the</strong>y would earn a good wage at a young age. Some <strong>of</strong> <strong>the</strong>se parents earn a reasonable amount <strong>of</strong><br />
money <strong>and</strong> have a choice to send <strong>the</strong>ir children to school <strong>in</strong>stead to work. These parents do not<br />
send <strong>the</strong>ir children <strong>in</strong>to <strong>the</strong> <strong>in</strong>dustry for an additional <strong>in</strong>come <strong>in</strong> <strong>the</strong> first place. But a comb<strong>in</strong>ation<br />
<strong>of</strong> a low jud<strong>gem</strong>ent <strong>of</strong> <strong>the</strong> exist<strong>in</strong>g education facilities <strong>and</strong> <strong>the</strong>ir op<strong>in</strong>ion that children should work<br />
at a young age <strong>and</strong> get a better job than <strong>the</strong>mselves, makes <strong>the</strong>m decide to send <strong>the</strong>ir children to<br />
<strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry. The <strong>in</strong>creased wages <strong>of</strong> child <strong>labour</strong>ers over <strong>the</strong> last 5 to 9 years, add<br />
to <strong>the</strong> decision-mak<strong>in</strong>g process <strong>of</strong> parents to send <strong>the</strong>ir children to <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry.<br />
The girl child is even more a case <strong>of</strong> concern as she has even less childhood than a boy, drops out<br />
<strong>of</strong> school earlier <strong>and</strong> works <strong>in</strong>side <strong>the</strong> house <strong>the</strong> whole day whe<strong>the</strong>r it is work related to <strong>the</strong> <strong>gem</strong><br />
<strong>in</strong>dustry, household work or o<strong>the</strong>r employments.<br />
The special schools <strong>and</strong> non-formal education, <strong>the</strong> core <strong>of</strong> <strong>the</strong> Government's action plan to<br />
eradicate child <strong>labour</strong> from <strong>the</strong> <strong>gem</strong> <strong>in</strong>dustry, have hardly <strong>of</strong>fered alternatives for child <strong>labour</strong>ers<br />
who like to play <strong>and</strong> learn some vocation also. Experts found that around 20% <strong>of</strong> <strong>the</strong> children<br />
who had been admitted to <strong>the</strong> special school still were work<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry after<br />
school. The aim to elim<strong>in</strong>ate child <strong>labour</strong> from <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry through <strong>the</strong> establishment<br />
<strong>of</strong> 20 Special Schools <strong>and</strong> 50 poorly runn<strong>in</strong>g non-formal education centres is unrealistic,
