Bonded child <strong>labour</strong> <strong>in</strong> <strong>the</strong> syn<strong>the</strong>tic <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry <strong>of</strong> Trichy<br />

which started to rule from 1991 onwards, had forgotten about <strong>the</strong> ideas <strong>of</strong> <strong>the</strong> former government<br />

to give support to <strong>the</strong> local people, give <strong>the</strong>m tra<strong>in</strong><strong>in</strong>g, <strong>and</strong> make <strong>the</strong>m self-employed <strong>in</strong> <strong>the</strong><br />

polish<strong>in</strong>g <strong>of</strong> syn<strong>the</strong>tic <strong>gem</strong> stones', local people told me. Thus <strong>the</strong> government sold <strong>the</strong> TGP. The<br />

TGP, be<strong>in</strong>g a private company today, cont<strong>in</strong>ues giv<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g 192 to <strong>the</strong> people.<br />

The build<strong>in</strong>g where<strong>in</strong> TGP is located, was heavily protected by security people who all, <strong>in</strong>clud<strong>in</strong>g<br />

<strong>the</strong> staff, came from Bombay. The head <strong>of</strong>fice is located <strong>in</strong> Bombay <strong>and</strong> from <strong>the</strong>re f<strong>in</strong>ished <strong>gem</strong><br />

stones are <strong>export</strong>ed. The workers or 'tra<strong>in</strong>ees', ma<strong>in</strong>ly women, were from Tamil Nadu. The tra<strong>in</strong><strong>in</strong>g<br />

period lasted three months. At <strong>the</strong> moment <strong>of</strong> my visit, <strong>the</strong>re were 190 people <strong>in</strong> tra<strong>in</strong><strong>in</strong>g <strong>of</strong><br />

whom 125 were females. TGP imports <strong>the</strong> raw syn<strong>the</strong>tic <strong>gem</strong> stones from <strong>the</strong> US.<br />

The director said that <strong>the</strong> wages which were paid to <strong>the</strong> tra<strong>in</strong>ees by <strong>the</strong> TGP were Rs 1,000 per<br />

month at a m<strong>in</strong>imum <strong>and</strong> above <strong>and</strong> were set by <strong>the</strong> piece rate system. The workers did not get<br />

statutory benefits like ESI <strong>and</strong> PF, bonus, sickness leave, maternity leave etc. Workers were not<br />

allowed to jo<strong>in</strong> a <strong>labour</strong> union. The level <strong>of</strong> <strong>the</strong> wage depended on <strong>the</strong> skills <strong>of</strong> <strong>the</strong> artisan <strong>and</strong> <strong>the</strong><br />

quality <strong>of</strong> <strong>the</strong> stone. The tra<strong>in</strong>ees also produce <strong>gem</strong> stones for <strong>the</strong> TGP, which means TGP is <strong>the</strong>ir<br />

tra<strong>in</strong>er but also <strong>the</strong>ir employer. Dur<strong>in</strong>g <strong>the</strong> visit, <strong>the</strong> translator checked <strong>the</strong> veracity <strong>of</strong> <strong>the</strong> level <strong>of</strong><br />

<strong>the</strong> wages <strong>and</strong> asked a few tra<strong>in</strong>ees about <strong>the</strong>ir wages; all <strong>of</strong> <strong>the</strong>m said Rs 300 - Rs 500 per month<br />

(i.e. Rs 10 to Rs 13 per day). Local people said that <strong>the</strong> tra<strong>in</strong><strong>in</strong>g centre was not provid<strong>in</strong>g workers<br />

with <strong>the</strong> promised expertise any longer. Th<strong>in</strong>gs like market<strong>in</strong>g skills <strong>and</strong> certa<strong>in</strong> processes are not<br />

taught to <strong>the</strong> tra<strong>in</strong>ees.<br />

On <strong>the</strong> <strong>in</strong>side <strong>the</strong> tra<strong>in</strong><strong>in</strong>g centre was very spacious <strong>and</strong> clean with enough light, ventilation <strong>and</strong><br />

facilities like wash-b<strong>in</strong>s <strong>and</strong> toilets. Every section where different processes were carried out were<br />

separated from each o<strong>the</strong>r by boards. The mach<strong>in</strong>es were <strong>of</strong> <strong>the</strong> latest technology. Nobody spoke<br />

<strong>and</strong> everybody's moves were closely watched by supervisors.<br />

7.2.2 Cases <strong>of</strong> syn<strong>the</strong>tic <strong>gem</strong> stone manufactur<strong>in</strong>g units<br />

Local <strong>in</strong>formants said that <strong>the</strong> ma<strong>in</strong> problem for workers was <strong>the</strong>ir dependence on middlemen<br />

who supply <strong>the</strong>m with raw materials, mach<strong>in</strong>es which can be leased 193 , <strong>and</strong> space. Wages were<br />

paid accord<strong>in</strong>g to <strong>the</strong> piece rate system <strong>and</strong> <strong>the</strong> majority <strong>of</strong> <strong>the</strong> workers were bonded to <strong>the</strong>ir<br />

employers. The middlemen ei<strong>the</strong>r sold <strong>the</strong> raw materials <strong>and</strong>/or leased <strong>the</strong> mach<strong>in</strong>es at too high<br />

prices. Employers gave different rates per f<strong>in</strong>ished stones even if <strong>the</strong> stones were <strong>of</strong> <strong>the</strong> same k<strong>in</strong>d<br />

local people. The mach<strong>in</strong>es which can be bought <strong>in</strong> <strong>the</strong> local market cost around Rs 8,000 to Rs 9,000, while <strong>the</strong> mach<strong>in</strong>es which are sold to local<br />

entrepreneurs by TGP, cost around Rs 17,000, which is almost twice that amount. At <strong>the</strong> moment, <strong>the</strong> sales <strong>of</strong> <strong>the</strong> TGP <strong>in</strong> Tamil Nadu are not go<strong>in</strong>g<br />

so well because <strong>the</strong> local people came to know about <strong>the</strong> price differences <strong>of</strong> <strong>the</strong> new mach<strong>in</strong>es. TGP is now try<strong>in</strong>g to sell <strong>the</strong> mach<strong>in</strong>es <strong>in</strong> o<strong>the</strong>r<br />

states <strong>of</strong> <strong>India</strong>. Local social activists said that many NGOs <strong>in</strong> <strong>the</strong> area were unknow<strong>in</strong>gly support<strong>in</strong>g TGP th<strong>in</strong>k<strong>in</strong>g that it was <strong>the</strong>re to help <strong>the</strong><br />

workers.<br />

through <strong>the</strong> Self-Employment Scheme <strong>of</strong> <strong>the</strong> government <strong>and</strong> <strong>the</strong> o<strong>the</strong>r 50% was bought by <strong>in</strong>dependent <strong>export</strong>ers/entrepreneurs/manufacturers/enterprises.<br />

The latter people started to lease <strong>the</strong> mach<strong>in</strong>es for Rs 30 per day, <strong>and</strong> <strong>the</strong> piece rate <strong>of</strong> Rs 1 per<br />

f<strong>in</strong>ished stone had to be divided <strong>in</strong> 50 paise for <strong>the</strong> owner <strong>and</strong> 50 paise for <strong>the</strong> worker. The owners who wanted to make more money leased <strong>the</strong><br />

mach<strong>in</strong>es for two shifts per day from 8 a.m. to 2 p.m. <strong>and</strong> from 2 p.m. to 9 p.m. The workers can do noth<strong>in</strong>g aga<strong>in</strong>st this practise.
