<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Jaipur<br />

'Joyful learn<strong>in</strong>g'<br />

Unicef is focus<strong>in</strong>g on universalization <strong>of</strong> primary education <strong>and</strong>, <strong>the</strong>refore, on <strong>in</strong>itiatives which<br />

aim to improve <strong>the</strong> quality <strong>of</strong> primary education <strong>and</strong> to make it more attractive, mean<strong>in</strong>gful <strong>and</strong><br />

joyful for children. It was found, through experiences <strong>of</strong> <strong>the</strong> on-go<strong>in</strong>g Total Literacy Campaign <strong>of</strong><br />

<strong>the</strong> Government, that children enroled <strong>in</strong>to school but after some time left school as <strong>the</strong>y did not<br />

f<strong>in</strong>d studies <strong>in</strong>terest<strong>in</strong>g, which resulted <strong>in</strong> high drop-out rates. It was also found that teachers<br />

lacked skills to keep children busy <strong>and</strong> develop <strong>in</strong>terest <strong>in</strong> learn<strong>in</strong>g; <strong>the</strong> schools were also not an<br />

<strong>in</strong>terest<strong>in</strong>g <strong>and</strong> attractive place for children.<br />

Unicef, <strong>the</strong>refore, supports <strong>the</strong> 'Guru Mitra Yojana' (Teacher Friendly Scheme) <strong>in</strong> Tonk district,<br />

Rajasthan, which is an <strong>in</strong>itiative <strong>of</strong> school teachers <strong>of</strong> primary schools <strong>in</strong> that district. The teachers<br />

had decided to take up <strong>the</strong> responsibility <strong>of</strong> streng<strong>the</strong>n<strong>in</strong>g primary education under <strong>the</strong><br />

banner <strong>of</strong> <strong>the</strong> 'Teacher Friendly Scheme'. This Scheme, which was launched <strong>in</strong> 1994 under <strong>the</strong><br />

overall guidance <strong>of</strong> <strong>the</strong> District Collector, puts focused attention on teachers empowerment.<br />

The objectives <strong>of</strong> <strong>the</strong> Scheme are <strong>in</strong> brief:<br />

- 100% enrolment <strong>of</strong> six/seven year old children <strong>in</strong> Class I <strong>and</strong> help <strong>the</strong>m to attend school<br />

regularly <strong>and</strong> move on to next classes;<br />

- to improve school environment by low cost teach<strong>in</strong>g aids from readily available local materials;<br />

- to motivate teachers <strong>of</strong> Class I to <strong>in</strong>itiate child-friendly <strong>and</strong> joyful activities to ensure retention<br />

<strong>and</strong> achievement <strong>of</strong> m<strong>in</strong>imum levels <strong>of</strong> learn<strong>in</strong>g, <strong>and</strong><br />

- to <strong>in</strong>volve <strong>the</strong> local community <strong>and</strong> parents for achiev<strong>in</strong>g better enrolment, retention <strong>and</strong> quality<br />

learn<strong>in</strong>g.<br />

Mr. Thomas said that, up till today, <strong>the</strong> Scheme had been very successful <strong>and</strong> <strong>the</strong> primary school<br />

enrolment figure was on <strong>the</strong> rise <strong>in</strong> Tonk District. The Scheme <strong>in</strong> Tonk District was <strong>in</strong>spired by<br />

<strong>the</strong> successful experiment <strong>of</strong> <strong>the</strong> Teachers' Empowerment Project <strong>of</strong> Madhya Pradesh Shikshak<br />

Samakhya <strong>in</strong> Madhya Pradesh. This Project had improved school attendance dramatically. 'The<br />

school build<strong>in</strong>gs <strong>of</strong> <strong>the</strong> schools which are covered by <strong>the</strong> Project are pa<strong>in</strong>ted with bright pictures<br />

<strong>and</strong> blackboards have been pa<strong>in</strong>ted on <strong>the</strong> walls at a height which is with<strong>in</strong> <strong>the</strong> reach <strong>of</strong> children.<br />

Teachers <strong>and</strong> children have made very clever use <strong>of</strong> local materials to produce<br />

<strong>in</strong>expensive toys, masks <strong>and</strong> teach<strong>in</strong>g aids. The children <strong>of</strong> <strong>the</strong>se schools want <strong>the</strong> teacher to tell<br />

<strong>the</strong>m stories, s<strong>in</strong>g songs with <strong>the</strong>m, <strong>and</strong> teach <strong>the</strong>m to play. The Project <strong>in</strong> Madhya Pradesh,<br />

clearly demonstrates that enthus<strong>in</strong>g <strong>and</strong> tra<strong>in</strong><strong>in</strong>g <strong>the</strong> teacher can vastly improve <strong>the</strong> quality <strong>of</strong><br />

primary education with<strong>in</strong> <strong>the</strong> exist<strong>in</strong>g system <strong>and</strong> need not be expensive' 178 .<br />

If primary education <strong>in</strong> Jaipur city should be improved <strong>in</strong> <strong>the</strong> same way as <strong>in</strong> <strong>the</strong> Teachers<br />

Friendly Scheme <strong>of</strong> Tonk District <strong>and</strong> <strong>the</strong> Teacher's Empowerment Project <strong>of</strong> Madhya Pradesh,<br />

more children would be sent to school. The children <strong>the</strong>mselves would be more <strong>in</strong>terested to go<br />

to school <strong>and</strong> cont<strong>in</strong>ue studies <strong>in</strong>stead <strong>of</strong> dropp<strong>in</strong>g out. If <strong>the</strong> parents <strong>in</strong> Jaipur city, whe<strong>the</strong>r<br />

Muslim or H<strong>in</strong>du, are actively <strong>in</strong>volved <strong>in</strong> similar projects toge<strong>the</strong>r with <strong>the</strong> local community,<br />

<strong>the</strong>re would be possibilities for really wean<strong>in</strong>g <strong>the</strong> children from <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry <strong>and</strong><br />

o<strong>the</strong>r employments without be<strong>in</strong>g too expensive for parents or <strong>the</strong> Government. 'Joyful Learn<strong>in</strong>g'<br />
