<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Tirupur<br />

Accord<strong>in</strong>g to SIMHA, '<strong>the</strong> Government should, <strong>in</strong> its effort to elim<strong>in</strong>ate child <strong>labour</strong>, give first<br />

priority to educate <strong>the</strong> parents on <strong>the</strong> issue, <strong>and</strong> should try to improve <strong>the</strong>ir economic status<br />

through higher <strong>in</strong>come- generat<strong>in</strong>g projects'.<br />

4.7 Analysis <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry's declarations to end child <strong>labour</strong> <strong>in</strong> <strong>the</strong> hosiery<br />

<strong>in</strong>dustry<br />

The commitment made by <strong>the</strong> Tirupur Export Association (TEA) <strong>in</strong> August 1995, that it has not<br />

made use <strong>of</strong> child <strong>labour</strong>ers any more <strong>in</strong> <strong>the</strong>ir production units, has not been fulfilled for it was<br />

observed <strong>in</strong> this study that still children were found work<strong>in</strong>g <strong>in</strong> units which are a member to TEA.<br />

The proposal made by TEA which concerns <strong>the</strong> tra<strong>in</strong><strong>in</strong>g <strong>of</strong> women to employ <strong>the</strong>m part-time <strong>in</strong><br />

<strong>the</strong> hosiery <strong>in</strong>dustry, if implemented, could be a step <strong>in</strong> <strong>the</strong> right direction <strong>of</strong> elim<strong>in</strong>at<strong>in</strong>g child<br />

<strong>labour</strong>, <strong>and</strong>, simultaneously, rais<strong>in</strong>g <strong>the</strong> family <strong>in</strong>come by giv<strong>in</strong>g <strong>adult</strong> women new job<br />

opportunities. But it should be mentioned here that <strong>the</strong> tra<strong>in</strong><strong>in</strong>g <strong>of</strong> <strong>the</strong> women should go toge<strong>the</strong>r<br />

with permanent employment, creche facilities, a 'liv<strong>in</strong>g' wage, <strong>the</strong> active participation <strong>of</strong> <strong>labour</strong><br />

unions to supervise <strong>the</strong> compliance with <strong>the</strong> <strong>labour</strong> <strong>and</strong> factory laws, <strong>and</strong> active participation <strong>of</strong><br />

<strong>the</strong> Labour Inspectors <strong>of</strong> <strong>the</strong> Government to check <strong>the</strong> premises regularly <strong>and</strong> immediately f<strong>in</strong>e<br />

<strong>the</strong> employers who violate <strong>the</strong> law. O<strong>the</strong>rwise, as soon as <strong>the</strong> women leave <strong>the</strong> tra<strong>in</strong><strong>in</strong>g, <strong>the</strong>y are<br />

still vulnerable to exploitation such as long work<strong>in</strong>g hours <strong>and</strong> compulsory overtime work 97 .<br />

Such k<strong>in</strong>d <strong>of</strong> <strong>in</strong>itiatives should <strong>the</strong>refore be watched carefully, o<strong>the</strong>rwise aga<strong>in</strong> children will drop<br />

out <strong>of</strong> school or start work<strong>in</strong>g aga<strong>in</strong>, like, for example, <strong>in</strong> <strong>the</strong> household. Concern<strong>in</strong>g <strong>the</strong> wages <strong>of</strong><br />

women, it should be mentioned that women are paid less than men because <strong>of</strong> <strong>the</strong> unskilled<br />

nature <strong>of</strong> <strong>the</strong> job <strong>and</strong>/or because <strong>the</strong>y regularly shift from one unit/place to <strong>the</strong> o<strong>the</strong>r.<br />

In addition, <strong>the</strong> total package <strong>of</strong> expenditures <strong>of</strong> <strong>the</strong> families with work<strong>in</strong>g children should be<br />

<strong>in</strong>vestigated also. Only <strong>the</strong>n can it be seen how much <strong>the</strong> costs are when a child stops work<strong>in</strong>g. It<br />

should also be taken <strong>in</strong>to account that when women - <strong>of</strong>ten liv<strong>in</strong>g with many family members <strong>and</strong><br />

a lot <strong>of</strong> children - start work<strong>in</strong>g, <strong>the</strong> need arises to keep <strong>the</strong> children, especially girls, at home to<br />

manage <strong>the</strong> household <strong>and</strong> take care <strong>of</strong> <strong>the</strong> sibl<strong>in</strong>gs.<br />

From <strong>the</strong> declaration given by SIMHA, it can be concluded that <strong>the</strong> Association is wait<strong>in</strong>g for <strong>the</strong><br />

Government to take action <strong>and</strong> open non-formal education schools. In 1993, a tripartite meet<strong>in</strong>g<br />

resolved that each factory should take <strong>the</strong> moral responsibility <strong>of</strong> provid<strong>in</strong>g <strong>in</strong>formal education to<br />

<strong>the</strong> children. At <strong>the</strong> time <strong>of</strong> my visit to Tirupur I have not come across or heard <strong>of</strong> <strong>the</strong> existence <strong>of</strong><br />

any (<strong>in</strong>formal) education provided by <strong>export</strong>ers <strong>in</strong> Tirupur.<br />

SIMHA says that '<strong>the</strong> Government should <strong>in</strong> its effort to elim<strong>in</strong>ate child <strong>labour</strong>, give first priority<br />

to, among o<strong>the</strong>r th<strong>in</strong>gs, improv<strong>in</strong>g <strong>the</strong> economic status <strong>of</strong> parents through higher <strong>in</strong>comegenerat<strong>in</strong>g<br />

projects'. This statement ra<strong>the</strong>r is a call for enforcement <strong>of</strong> <strong>the</strong> M<strong>in</strong>imum Wages Act<br />

<strong>and</strong> o<strong>the</strong>r related <strong>labour</strong> legislation, which will never be encouraged by employers.<br />

women got a job <strong>in</strong> a <strong>garment</strong> factory. But, due to <strong>the</strong> enormous work pressure <strong>and</strong> overtime work, which could not be comb<strong>in</strong>ed with <strong>the</strong><br />

household, <strong>the</strong> majority <strong>of</strong> <strong>the</strong> women dropped out aga<strong>in</strong>. The tra<strong>in</strong><strong>in</strong>g, though qualify<strong>in</strong>g <strong>the</strong>m, could not prevent that.
