<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Tirupur<br />

was runn<strong>in</strong>g from one side to <strong>the</strong> o<strong>the</strong>r <strong>and</strong>, even harder when <strong>the</strong> children came <strong>in</strong> sight.<br />

In <strong>the</strong> end, <strong>the</strong> <strong>export</strong>er from Bombay told me that Azo-dyes were still used by <strong>India</strong>n <strong>export</strong>ers<br />

<strong>and</strong> manufactures. The <strong>garment</strong>s with <strong>the</strong> Azo-dyes are <strong>export</strong>ed to countries where no ban on<br />

Azo-dyes exists. He said 'Germany is act<strong>in</strong>g stupid with <strong>the</strong>ir 'sudden' dem<strong>and</strong> for a ban on Azodyes<br />

<strong>in</strong> <strong>garment</strong>s. It's all politics. I'm no longer deal<strong>in</strong>g with Germany'.<br />

The <strong>export</strong>er from Bombay compla<strong>in</strong>ed about <strong>the</strong> foreign buyers who pay bad prices. He compla<strong>in</strong>ed<br />

about C&A, who was pay<strong>in</strong>g a bad price, accord<strong>in</strong>g to him. When I asked him how much<br />

C&A was pay<strong>in</strong>g him per <strong>garment</strong> he replied 'on an average C&A pays US$ 2-3 per piece'. That<br />

is how I found out that C&A is (possibly) one <strong>of</strong> his clients. The Bombay <strong>export</strong>er had told o<strong>the</strong>r<br />

sources I know that, on <strong>the</strong> contrary, C&A is not one <strong>of</strong> his clients, while he emphasized at that<br />

time that he did not employ children.<br />

Though <strong>the</strong> <strong>export</strong>er from Bombay can state to clients <strong>in</strong> Bombay that he is not mak<strong>in</strong>g use <strong>of</strong><br />

child <strong>labour</strong>, he cannot guarantee that for <strong>the</strong> manufactur<strong>in</strong>g unit(s) where he subcontracts <strong>the</strong><br />

work to <strong>in</strong> Tirupur. This is an illustrative example <strong>of</strong> shift<strong>in</strong>g <strong>of</strong> responsibilities - to take care <strong>of</strong><br />

<strong>labour</strong> conditions <strong>and</strong> circumstances - from <strong>the</strong> <strong>export</strong>er to <strong>the</strong> managers <strong>and</strong> owners <strong>of</strong><br />

subcontracted units. This phenomenon is partly caused by <strong>the</strong> structure <strong>of</strong> <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry.<br />

The majority <strong>of</strong> <strong>the</strong> units, whe<strong>the</strong>r registered or unregistered, are not checked upon <strong>the</strong>ir owner's<br />

compliance with <strong>labour</strong> <strong>and</strong> factory laws.<br />

Case III<br />

This knitwear manufactur<strong>in</strong>g unit is owned for 30% by an <strong>export</strong>er <strong>in</strong> Bombay. Over <strong>the</strong> last ten<br />

years <strong>the</strong> Bombay <strong>of</strong>fice has built up exclusive relations <strong>in</strong> Tirupur. The manager <strong>of</strong> <strong>the</strong> Bombay<br />

<strong>of</strong>fice had come from Bombay to show me <strong>the</strong> unit <strong>in</strong> Tirupur. Though he showed me <strong>the</strong> unit <strong>in</strong><br />

Tirupur, he did not know <strong>the</strong> details <strong>of</strong> <strong>the</strong> manufactur<strong>in</strong>g unit <strong>in</strong> Tirupur. He expla<strong>in</strong>ed that <strong>in</strong><br />

Bombay ma<strong>in</strong>ly sampl<strong>in</strong>g is done which is also partly his job. The real manufactur<strong>in</strong>g takes place<br />

<strong>in</strong> Tirupur. It means that <strong>in</strong> Bombay <strong>the</strong> high quality <strong>and</strong> exclusive <strong>garment</strong>s are produced <strong>and</strong> <strong>in</strong><br />

Tirupur more 'bulk' products like T-shirts, nightwear <strong>and</strong> boxer shorts. From Tirupur <strong>the</strong> <strong>garment</strong>s<br />

go by truck to Bombay from where <strong>the</strong>y are shipped to foreign countries. The orders are<br />

placed <strong>in</strong> Bombay.<br />

Dur<strong>in</strong>g my visit, <strong>the</strong> manager from Bombay did not want to answer questions related to (child)<br />

<strong>labour</strong> such as level <strong>of</strong> wages, ages <strong>and</strong> statutory benefits <strong>and</strong> questions regard<strong>in</strong>g <strong>the</strong> use <strong>of</strong> Azodyes<br />

<strong>in</strong> <strong>garment</strong>s. He gave no specific reason for this.<br />

The unit <strong>in</strong> Tirupur is a direct <strong>export</strong>er <strong>and</strong> supplier to <strong>the</strong> Bombay <strong>of</strong>fice. The staff <strong>of</strong> <strong>the</strong> unit <strong>in</strong><br />

Tirupur speak H<strong>in</strong>di <strong>and</strong> come from Bombay. In <strong>the</strong> unit work around 200 to 300 people. The<br />

turnover is Rs 4 crores per year. The <strong>garment</strong>s which are manufactured <strong>in</strong> Tirupur are: nightwear,<br />

basic T-shirts, service knitwear, children's wear. The <strong>garment</strong>s are made <strong>of</strong> all k<strong>in</strong>ds <strong>of</strong> fibres but<br />

<strong>the</strong> bulk is cotton. The rest <strong>of</strong> <strong>the</strong> cloth<strong>in</strong>g is made <strong>of</strong> cotton-viscose <strong>and</strong> o<strong>the</strong>r man-made fibres.<br />

The foreign clients from <strong>the</strong> Bombay <strong>of</strong>fice are from France (50% <strong>of</strong> total <strong>export</strong>s), Germany<br />

(20% <strong>of</strong> total <strong>export</strong>s) <strong>and</strong> <strong>the</strong> rest <strong>of</strong> <strong>the</strong> <strong>export</strong>s (30%) is divided among Belgium (C&A), The<br />

Ne<strong>the</strong>rl<strong>and</strong>s (Maxi (directly)), Sweden, United K<strong>in</strong>gdom (E<strong>the</strong>l Aust<strong>in</strong>) <strong>and</strong> Australia.
