Adult <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Bangalore<br />

were not liv<strong>in</strong>g or need-based wages as all <strong>the</strong> workers compla<strong>in</strong>ed about f<strong>in</strong>ancial problems. The<br />
f<strong>in</strong>ancial problems concerned <strong>the</strong> difficulty workers faced to pay <strong>the</strong> house rent, <strong>and</strong>/or <strong>the</strong> food,<br />
water <strong>and</strong> electricity bills. The f<strong>in</strong>ancial problems occurred especially <strong>in</strong> times <strong>of</strong> illness or when<br />
one <strong>of</strong> <strong>the</strong>ir family members was ill.<br />
- The wages <strong>of</strong> <strong>the</strong> <strong>in</strong>terviewed workers were not m<strong>in</strong>imum wages, especially not <strong>the</strong> wages <strong>of</strong><br />
women workers. If one calculates <strong>the</strong> wage level accord<strong>in</strong>g to <strong>the</strong> <strong>of</strong>ficial m<strong>in</strong>imum wage plus <strong>the</strong><br />
extra money for <strong>the</strong> overtime work, <strong>the</strong> wages <strong>of</strong> <strong>the</strong> workers should have been much higher than<br />
<strong>the</strong>y received at present, especially <strong>the</strong> female workers should have earned much more.<br />
- Though <strong>the</strong> <strong>in</strong>terviewed workers stated that <strong>the</strong>y were paid statutory benefits like ESI, PF,<br />
bonuses, sickness leave, maternity leave, 1,5 to 2 times paid wages per hour which is worked<br />
overtime etc., I have serious doubts with <strong>the</strong> truth <strong>of</strong> <strong>the</strong>ir answers. The workers were so afraid <strong>of</strong><br />
los<strong>in</strong>g <strong>the</strong>ir jobs that it is likely that <strong>the</strong>y withheld crucial <strong>in</strong>formation. The answers <strong>of</strong> <strong>the</strong><br />
workers were checked with various sources <strong>in</strong> Bangalore like <strong>the</strong> National Centre for Labour <strong>and</strong><br />
a development journalist from Bangalore. These sources could not check <strong>the</strong> <strong>in</strong>formation given<br />
by <strong>the</strong> women with <strong>the</strong> respective employers <strong>of</strong> <strong>the</strong>se women. In general, <strong>the</strong> sources said, '<strong>the</strong><br />
majority <strong>of</strong> <strong>the</strong> employers do not pay workers <strong>the</strong> statutory benefits <strong>and</strong> extra payments for<br />
overtime work'. The majority <strong>of</strong> <strong>the</strong> <strong>in</strong>terviewed workers said that <strong>the</strong>y would have been<br />
dismissed from <strong>the</strong> job when <strong>the</strong>y fall ill, or when <strong>the</strong>y ask for benefits. The <strong>in</strong>terviewed women<br />
said that <strong>the</strong>y were dismissed from <strong>the</strong> job when <strong>the</strong>y had to give birth to a child.<br />
- No barga<strong>in</strong><strong>in</strong>g agreement existed between <strong>the</strong> employers <strong>and</strong> <strong>the</strong> workers. Workers were not<br />
permanent, not registered, unorganized, forbidden to jo<strong>in</strong> <strong>labour</strong> unions, did not have job security.<br />
In slack times <strong>the</strong> factory closes its doors <strong>and</strong> <strong>the</strong> workers are jobless. Work could be ended at<br />
any time if <strong>the</strong> employer decided to do so, <strong>and</strong> that happened long before <strong>the</strong>re is a chance a worker<br />
could become permanent. Workers had to f<strong>in</strong>d a new job aga<strong>in</strong> <strong>in</strong> ano<strong>the</strong>r manufactur<strong>in</strong>g unit<br />
where <strong>the</strong>y had to start <strong>in</strong> <strong>the</strong> probationary period aga<strong>in</strong>.<br />
- Health hazards <strong>in</strong>cluded knee, back <strong>and</strong> body pa<strong>in</strong> due to be<strong>in</strong>g <strong>in</strong> a st<strong>and</strong><strong>in</strong>g position for <strong>the</strong><br />
whole day. O<strong>the</strong>r factors which had repercussion on <strong>the</strong> health <strong>of</strong> workers were: work pressure,<br />
harsh attitudes <strong>of</strong> supervisors, stress for becom<strong>in</strong>g ill or pregnant, <strong>and</strong> cont<strong>in</strong>uous threads made<br />
by employers that workers would lose <strong>the</strong>ir job if <strong>the</strong>y did not work overtime or if <strong>the</strong>y jo<strong>in</strong>ed <strong>labour</strong><br />
unions.<br />
- The case study <strong>of</strong> a <strong>garment</strong> manufactur<strong>in</strong>g company <strong>in</strong> Bangalore revealed that <strong>the</strong> <strong>export</strong>er<br />
forbade workers to jo<strong>in</strong> <strong>labour</strong> unions <strong>and</strong> that a barga<strong>in</strong><strong>in</strong>g agreement between <strong>the</strong> employer <strong>and</strong><br />
<strong>the</strong> workers <strong>of</strong> this unit was absent. The European retailers who buy <strong>the</strong>ir <strong>garment</strong>s from this<br />
<strong>export</strong>er <strong>in</strong> Bangalore <strong>in</strong> whose company <strong>the</strong> <strong>labour</strong> conditions <strong>and</strong> st<strong>and</strong>ards were poor, are:<br />
