Conclusions<br />

On <strong>the</strong> basis <strong>of</strong> <strong>the</strong> f<strong>in</strong>d<strong>in</strong>gs, <strong>the</strong> follow<strong>in</strong>g conclusions can be drawn:<br />

(on child <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>export</strong>-<strong>oriented</strong> <strong>garment</strong> <strong>and</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry <strong>of</strong> <strong>India</strong>)<br />

1. For both <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>in</strong> Tirupur <strong>and</strong> Bangalore as well as <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g<br />

<strong>export</strong> <strong>in</strong>dustry <strong>in</strong> Jaipur, it has been found that <strong>the</strong>ir expansion, due to an <strong>in</strong>creased <strong>in</strong>ternational<br />

dem<strong>and</strong> by European countries <strong>and</strong> <strong>the</strong> US for <strong>garment</strong>s <strong>and</strong> (semi-)precious <strong>gem</strong><br />

stones, caused an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number <strong>of</strong> economically exploited child <strong>and</strong> <strong>adult</strong> <strong>labour</strong>ers.<br />

This caused more school drop outs <strong>and</strong> illiterate children. It has been found that <strong>the</strong> <strong>labour</strong> <strong>of</strong><br />

children who work <strong>in</strong> <strong>the</strong> above mentioned <strong>in</strong>dustries <strong>in</strong>terferes with <strong>the</strong>ir mental, physical<br />

<strong>and</strong> social development.<br />

Especially <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry as compared with <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry <strong>the</strong> children<br />

are physically <strong>and</strong> economically exploited. Though <strong>the</strong> children <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry earn<br />

higher wages than <strong>the</strong> children <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry, <strong>the</strong>y are forced to work more<br />

hours per day <strong>and</strong> also <strong>in</strong> <strong>the</strong> nightshift because <strong>export</strong> orders have to be completed <strong>in</strong> time.<br />

This puts a tremendous stress on <strong>the</strong> children. The majority <strong>of</strong> <strong>the</strong> children <strong>in</strong> <strong>the</strong> <strong>garment</strong><br />

<strong>in</strong>dustry <strong>of</strong> Tirupur suffers from exhaustion. This is even more <strong>the</strong> case for <strong>the</strong> children who<br />

have to comb<strong>in</strong>e work with education <strong>in</strong> <strong>the</strong> even<strong>in</strong>g <strong>in</strong> non-formal education centres.<br />

2. Employers <strong>of</strong> both <strong>the</strong> <strong>in</strong>dustries have a vested <strong>in</strong>terest <strong>in</strong> child <strong>labour</strong> because <strong>the</strong>y can pay<br />

<strong>the</strong> children a fraction <strong>of</strong> what an <strong>adult</strong> should be paid for <strong>the</strong> same job <strong>and</strong>, hence, can make<br />

more pr<strong>of</strong>its. When <strong>the</strong> child starts work<strong>in</strong>g he or she performs simple tasks, but after a few<br />

years work, while <strong>the</strong> child is still younger than 14 years, <strong>the</strong> child does almost all <strong>the</strong> jobs<br />

which <strong>adult</strong>s do with <strong>the</strong> same speed <strong>and</strong> skills for <strong>the</strong> same number <strong>of</strong> hours per day. After a<br />

few years <strong>of</strong> work<strong>in</strong>g, <strong>the</strong> child earns still less than an <strong>adult</strong>.<br />

3. The 'pull factor' which partly caused an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number <strong>of</strong> child <strong>labour</strong>ers <strong>in</strong> <strong>the</strong><br />

hosiery <strong>in</strong>dustry <strong>of</strong> Tirupur as well as <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry <strong>of</strong> Jaipur, was <strong>the</strong> expansion<br />

<strong>of</strong> both <strong>in</strong>dustries. The expansion <strong>of</strong> both <strong>in</strong>dustries is caused by an <strong>in</strong>creased <strong>in</strong>ternational<br />

dem<strong>and</strong> for <strong>garment</strong>s <strong>and</strong> precious <strong>and</strong> semi-precious <strong>gem</strong> stones respectively. The<br />

expansion created an extra dem<strong>and</strong> for cheap (child) <strong>labour</strong>. In Tirupur also <strong>the</strong> structure <strong>of</strong><br />

<strong>the</strong> <strong>in</strong>dustry - a second pull factor - partly caused child <strong>labour</strong>. The majority <strong>of</strong> <strong>the</strong><br />

manufactur<strong>in</strong>g units <strong>in</strong> Tirupur are specialized <strong>in</strong> only a few processes (called 'job work<strong>in</strong>g')<br />

<strong>of</strong> <strong>the</strong> <strong>garment</strong> production cha<strong>in</strong>. Among <strong>the</strong> manufacturers <strong>the</strong>re is a system <strong>of</strong> network<strong>in</strong>g.<br />

The fragmentation <strong>of</strong> <strong>the</strong> production process <strong>in</strong>to many small (job work<strong>in</strong>g) units, allowed<br />

<strong>the</strong> owners <strong>of</strong> <strong>the</strong>se units to flout (child) <strong>labour</strong> laws. The manufacturers <strong>of</strong> <strong>the</strong>se job<br />

work<strong>in</strong>g units employed many children <strong>in</strong> operations which <strong>in</strong>volved only a small period <strong>of</strong><br />

tra<strong>in</strong><strong>in</strong>g for acquir<strong>in</strong>g <strong>the</strong> skill.<br />
