Measures <strong>and</strong> <strong>in</strong>itiatives <strong>in</strong> Europe <strong>and</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s concern<strong>in</strong>g <strong>in</strong>ternational <strong>labour</strong> conditions <strong>and</strong> child <strong>labour</strong><br />

circumstances <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry. The central idea is that retailers, as subcontractors <strong>and</strong><br />
buyers, are responsible <strong>and</strong>, through <strong>the</strong>ir policy, capable <strong>of</strong> realiz<strong>in</strong>g better work<strong>in</strong>g conditions<br />
<strong>and</strong> circumstances. By sign<strong>in</strong>g <strong>the</strong> Charter, <strong>garment</strong> shop companies commit <strong>the</strong>mselves to sell<br />
no <strong>garment</strong>s which are made under socially unacceptable conditions along <strong>the</strong> cha<strong>in</strong> <strong>of</strong><br />
subcontractors. <strong>Child</strong> <strong>labour</strong> is one <strong>of</strong> those unacceptable conditions. The seven <strong>labour</strong> conditions<br />
which are mentioned <strong>in</strong> <strong>the</strong> Charter are based on m<strong>in</strong>imum <strong>labour</strong> st<strong>and</strong>ards set by <strong>the</strong> ILO <strong>and</strong><br />
ratified by many countries. These (ILO) conditions concern <strong>the</strong> most elementary <strong>labour</strong> rights; <strong>the</strong><br />
right to freedom <strong>of</strong> association, <strong>the</strong> right to organize <strong>and</strong> collective barga<strong>in</strong><strong>in</strong>g, <strong>the</strong> right to a liv<strong>in</strong>g<br />
wage <strong>and</strong> safe <strong>and</strong> healthy work<strong>in</strong>g circumstances, <strong>the</strong> m<strong>in</strong>imum age for admission to employment<br />
(respectively, ILO conventions nos. 87, 98, 131, 155, 138: none are ratified by <strong>India</strong>)<br />
<strong>and</strong> <strong>the</strong> conventions related to maximum hours <strong>of</strong> work <strong>and</strong> non-discrim<strong>in</strong>ation (respectively ILO<br />
conventions nos. 1 <strong>and</strong> 111: both ratified by <strong>India</strong>). The <strong>garment</strong>- produc<strong>in</strong>g companies will be<br />
<strong>in</strong>spected by an <strong>in</strong>dependent monitor<strong>in</strong>g agency 37 . Apart from control by <strong>the</strong> monitor<strong>in</strong>g agency,<br />
trade unions, journalists, NGOs, workers, etc will contribute also. There will also be a compla<strong>in</strong>ts<br />
procedure.<br />
Apart from <strong>the</strong> above mentioned developments, <strong>the</strong> European Union <strong>and</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s give<br />
development aid, which could be partly targeted to eradicate child <strong>labour</strong> <strong>in</strong> develop<strong>in</strong>g countries.<br />
For example a new form <strong>of</strong> primary education <strong>in</strong> <strong>India</strong> is supported with development aid from<br />
<strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s, <strong>the</strong> European Union <strong>and</strong> <strong>the</strong> Worldbank. This new approach to primary<br />
education implies more local participation <strong>and</strong> a curriculum which is more relevant to local<br />
needs. It is aimed to attract more girls to school. The question is whe<strong>the</strong>r full time work<strong>in</strong>g children<br />
(mostly girls) are reached by this new form <strong>of</strong> primary education <strong>and</strong> how <strong>the</strong> programme<br />
can be optimally geared to reach this goal.<br />

37 A <strong>garment</strong> company sign<strong>in</strong>g <strong>the</strong> Fair Trade Charter does not only commit itself to give <strong>in</strong>formation but also to f<strong>in</strong>ance <strong>the</strong> changes<br />
needed to comply with <strong>the</strong> dem<strong>and</strong>s <strong>of</strong> <strong>the</strong> Charter accord<strong>in</strong>g to a certa<strong>in</strong> time-schedule. Besides <strong>the</strong> retailers, <strong>the</strong> producers must also be<br />
allowed opportunity <strong>and</strong> time to improve. The monitor<strong>in</strong>g system has two functions, namely: monitor<strong>in</strong>g <strong>and</strong> support<strong>in</strong>g.
