<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Tirupur<br />

company still keeps on manufactur<strong>in</strong>g. Shifts are from 8 to 12 a.m., 1 to 5 p.m., 6 to 9 p.m., <strong>and</strong> 9<br />

to 1 a.m. The male workers sleep <strong>in</strong>side <strong>the</strong> factory. Women are paid less because, says <strong>the</strong><br />

manager, <strong>the</strong>y are do<strong>in</strong>g less skilled jobs like check<strong>in</strong>g, help<strong>in</strong>g, stitch<strong>in</strong>g <strong>and</strong> cutt<strong>in</strong>g. The women<br />

are also employed <strong>in</strong> <strong>the</strong> nightshifts. Males do jobs like pack<strong>in</strong>g, dye<strong>in</strong>g <strong>and</strong> bleach<strong>in</strong>g <strong>of</strong> <strong>the</strong><br />

clo<strong>the</strong>s.<br />

The factory works with a probationary period which is one whole year. Dur<strong>in</strong>g this period,<br />

workers earn a wage around Rs 40 per 8 hours shift. Out <strong>of</strong> <strong>the</strong> 400 workers 50 workers at present<br />

are <strong>in</strong> <strong>the</strong> probationary period. 'To avoid <strong>labour</strong> problems', said <strong>the</strong> manager, '<strong>the</strong> factory is split<br />

<strong>in</strong>to 7 separate units with different names, which are located 5 km around <strong>the</strong> <strong>of</strong>fice, because it is<br />

impossible to control 400 workers at <strong>the</strong> same time'. Ano<strong>the</strong>r way to avoid <strong>labour</strong> problems, like<br />

for example dem<strong>and</strong>s for higher wages or paid sickness leave, <strong>the</strong> mana<strong>gem</strong>ent discourages <strong>the</strong><br />

workers to jo<strong>in</strong> <strong>labour</strong> unions. The manager <strong>of</strong> <strong>the</strong> unit said that '<strong>the</strong> <strong>labour</strong> union is gett<strong>in</strong>g <strong>the</strong><br />

pr<strong>of</strong>it <strong>and</strong> not <strong>the</strong> workers'.<br />

The company <strong>in</strong>vests a lot <strong>in</strong> new mach<strong>in</strong>ery. They want to build <strong>the</strong>ir own sp<strong>in</strong>n<strong>in</strong>g mill to manufacture<br />

<strong>the</strong>ir own yarn. They plan to <strong>in</strong>stall a huge cotton dust absorb-system <strong>in</strong> <strong>the</strong> mill to<br />

protect <strong>the</strong> workers from <strong>in</strong>hal<strong>in</strong>g <strong>the</strong> cotton fibres. They are also plann<strong>in</strong>g to import new knitt<strong>in</strong>g<br />

mach<strong>in</strong>es. Because <strong>of</strong> <strong>the</strong> spirall<strong>in</strong>g yarn prices <strong>the</strong> company lost Rs 10 per bought kilogram yarn.<br />

But this is <strong>of</strong>f-set by <strong>the</strong> pr<strong>of</strong>its. The company produces 300,000 <strong>garment</strong>s per month. The orders<br />

which are taken conta<strong>in</strong> maximum 1,000 pieces <strong>and</strong> m<strong>in</strong>imum 500 pieces.<br />

Among <strong>the</strong> foreign buyers, Engl<strong>and</strong> (Havika International <strong>and</strong> Suchata Fiction Cloth<strong>in</strong>g<br />

Company: 60% <strong>of</strong> <strong>export</strong>s) is <strong>the</strong> biggest customer. The Ne<strong>the</strong>rl<strong>and</strong>s (Naf Naf, Daltral) is dealt<br />

with through Engl<strong>and</strong>. O<strong>the</strong>r European buyers <strong>in</strong>clude from Belgium: INNO, Textile Puttmens;<br />

from Germany: R<strong>in</strong>gulla; from Canada: Trio Selection; from Switzerl<strong>and</strong>: Coop Schweiz <strong>and</strong>,<br />

from France: Devico. Engl<strong>and</strong>, Switzerl<strong>and</strong> <strong>and</strong> Austria pay good prices, accord<strong>in</strong>g to <strong>the</strong> manager.<br />

Switzerl<strong>and</strong> <strong>and</strong> Austria are non-quota countries <strong>and</strong> <strong>the</strong> ordered quantities <strong>of</strong>ten are small <strong>in</strong><br />

size. A T-shirt with short sleeves is on average sold to <strong>the</strong> buyer for Rs 75 (US$ 2,1) <strong>and</strong> with<br />

long sleeves for Rs 89 (US$ 2,5). Foreign buyers visit Tirupur 1 or 2 times <strong>in</strong> a month. The company<br />

is checked 2 or 3 times a year on <strong>the</strong> quality <strong>of</strong> <strong>the</strong> <strong>garment</strong>s, <strong>and</strong> dem<strong>and</strong>s ma<strong>in</strong>ly concern<br />

<strong>the</strong> content <strong>of</strong> <strong>the</strong> label <strong>of</strong> <strong>the</strong> <strong>garment</strong> which gives <strong>in</strong>formation on <strong>the</strong> qualities <strong>and</strong> properties <strong>of</strong><br />

<strong>the</strong> <strong>garment</strong>. The company never had problems with clients. The company is promoted <strong>in</strong> <strong>the</strong><br />

Ne<strong>the</strong>rl<strong>and</strong>s <strong>and</strong> Europe by <strong>the</strong> Centre <strong>of</strong> Bus<strong>in</strong>ess Promotion <strong>in</strong> Rotterdam (CBI). At <strong>the</strong><br />

moment <strong>the</strong> CBI is <strong>in</strong>quir<strong>in</strong>g for this company for possible future orders with NOVO Imports <strong>and</strong><br />

Trend House <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s.<br />

Inside <strong>the</strong> manufactur<strong>in</strong>g unit <strong>the</strong> follow<strong>in</strong>g processes are carried out: sampl<strong>in</strong>g, cutt<strong>in</strong>g, stitch<strong>in</strong>g,<br />

iron<strong>in</strong>g, check<strong>in</strong>g <strong>and</strong> pack<strong>in</strong>g. When I arrived at <strong>the</strong> unit dur<strong>in</strong>g lunchtime <strong>the</strong>re were only a few<br />

people work<strong>in</strong>g. I saw 4 children <strong>of</strong> approximately 9 years old st<strong>and</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> unit, <strong>and</strong> it<br />

appeared as if <strong>the</strong>y were wait<strong>in</strong>g to start work<strong>in</strong>g aga<strong>in</strong>. I did not see <strong>the</strong>m work<strong>in</strong>g.<br />

Case <strong>of</strong> a trade union <strong>in</strong> Tirupur: All <strong>India</strong> Trade Union Congress (AITUC)<br />

to <strong>the</strong> Communist Party <strong>of</strong> <strong>India</strong>, <strong>the</strong> follow<strong>in</strong>g was said:
