Recommendations<br />

1. Because <strong>the</strong> number <strong>of</strong> economically exploited child <strong>labour</strong>ers has <strong>in</strong>creased <strong>and</strong> <strong>the</strong><br />

work<strong>in</strong>g conditions are poor <strong>in</strong> <strong>the</strong> <strong>export</strong>-<strong>oriented</strong> <strong>garment</strong> <strong>and</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry <strong>in</strong><br />

<strong>India</strong>, partly due to an <strong>in</strong>creased <strong>in</strong>ternational dem<strong>and</strong> for products like <strong>garment</strong>s <strong>and</strong> <strong>gem</strong><br />

stones, importers should dem<strong>and</strong> from <strong>India</strong>n <strong>export</strong>ers <strong>and</strong> manufacturers <strong>of</strong> <strong>the</strong>se products<br />

not to employ children <strong>and</strong> to comply with certa<strong>in</strong> m<strong>in</strong>imum <strong>labour</strong> conditions like a 'need<br />

based' wage, <strong>the</strong> right to collective barga<strong>in</strong><strong>in</strong>g, an 8-hour work<strong>in</strong>g day, health protection,<br />

social security, etc. Importers should take <strong>the</strong>ir responsibility <strong>and</strong> dem<strong>and</strong> an improvement <strong>in</strong><br />

<strong>the</strong> general <strong>labour</strong> conditions along <strong>the</strong> subcontracted cha<strong>in</strong>, <strong>and</strong> support programmes to tra<strong>in</strong><br />

unemployed <strong>adult</strong>s <strong>and</strong> parents <strong>in</strong> <strong>the</strong> skills <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry so that <strong>the</strong>y can replace <strong>the</strong><br />

children.<br />

As far as <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry <strong>in</strong> Tirupur is concerned, <strong>the</strong> <strong>in</strong>dustry is open for dialogue, <strong>and</strong><br />

importers, but also action groups, NGOs, <strong>labour</strong> unions etc. should be made aware <strong>of</strong> this.<br />

Export Promotion Councils <strong>in</strong> <strong>India</strong> <strong>and</strong> Bus<strong>in</strong>ess Promotion Councils <strong>in</strong> Europe, European<br />

retail companies <strong>and</strong> cha<strong>in</strong>-stores <strong>and</strong> <strong>the</strong>ir suppliers, should be brought toge<strong>the</strong>r to open a<br />

discussion on <strong>the</strong> subject <strong>of</strong> child <strong>labour</strong> <strong>and</strong> bad work<strong>in</strong>g conditions, <strong>and</strong> to arrive at<br />

solutions <strong>and</strong> ways to implement <strong>the</strong>se solutions.<br />

The Fair Trade Charter for Garments (see appendix 4), launched by <strong>the</strong> Clean Clo<strong>the</strong>s<br />

Campaign <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s <strong>and</strong> by o<strong>the</strong>r similar organizations <strong>in</strong> o<strong>the</strong>r European countries,<br />

could be an important <strong>in</strong>strument to improve <strong>labour</strong> <strong>and</strong> liv<strong>in</strong>g conditions <strong>of</strong> workers <strong>in</strong> <strong>the</strong><br />

<strong>export</strong>-<strong>oriented</strong> <strong>garment</strong> <strong>in</strong>dustry <strong>in</strong> <strong>India</strong>. The Clean Clo<strong>the</strong>s Campaign supports with this<br />

<strong>in</strong>strument activities <strong>of</strong> <strong>India</strong>n <strong>labour</strong> unions <strong>and</strong> NGOs which also aim to improve basic<br />

<strong>labour</strong> conditions <strong>of</strong> workers <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry. Collaboration is needed for <strong>the</strong><br />

implementation <strong>of</strong> <strong>the</strong> Charter.<br />

2. Although child <strong>labour</strong> is prevalent among <strong>the</strong> poorest sections <strong>of</strong> <strong>India</strong>n society, it is not only<br />

caused by economic compulsions but also because <strong>of</strong> lack <strong>of</strong> awareness <strong>of</strong> <strong>the</strong> negative<br />

aspects <strong>of</strong> child <strong>labour</strong> <strong>and</strong>, hence, <strong>of</strong> <strong>the</strong> positive role that education can play <strong>in</strong> improv<strong>in</strong>g<br />

<strong>the</strong> quality <strong>of</strong> liv<strong>in</strong>g conditions <strong>of</strong> people. Lack <strong>of</strong> adequate <strong>and</strong> attractive primary education<br />

facilities is also a ma<strong>in</strong> contribut<strong>in</strong>g factor to child <strong>labour</strong>. Therefore, efforts have to be made<br />

on this front, especially among <strong>the</strong> poorest sections <strong>of</strong> society.<br />

National <strong>and</strong> <strong>in</strong>ternational organizations should cont<strong>in</strong>ue to pressurize <strong>the</strong> Government <strong>of</strong><br />

<strong>India</strong> to make primary education free, compulsory, mean<strong>in</strong>gful, attractive <strong>and</strong> joyful. They<br />

can also play an important role <strong>in</strong> awareness-rais<strong>in</strong>g, e.g. by design<strong>in</strong>g, implement<strong>in</strong>g,<br />

support<strong>in</strong>g <strong>and</strong> communicat<strong>in</strong>g school-related projects which have been set up <strong>and</strong> <strong>in</strong> which<br />

<strong>the</strong> local community, parents <strong>and</strong> teachers are actively <strong>in</strong>volved.<br />

3. It has been found that migration from <strong>the</strong> rural areas, due to <strong>the</strong> local lack <strong>of</strong> job<br />

opportunities for <strong>the</strong> parents, breaks <strong>the</strong> school career <strong>of</strong> children, who are never enroled<br />

aga<strong>in</strong> but sent to work <strong>in</strong> places where <strong>the</strong> job opportunities are better. It is <strong>the</strong>refore<br />

recommended to make more detailed studies on <strong>the</strong> problem <strong>of</strong> child <strong>labour</strong> related to
