4 Introduction<br />

──────────────────────────────────────────────────────────────────────────────────────────────<br />

<strong>in</strong>volved <strong>in</strong> <strong>the</strong> urban <strong>in</strong>formal sector than <strong>in</strong> <strong>the</strong> agricultural sector, because <strong>of</strong> fast grow<strong>in</strong>g<br />

migration <strong>in</strong>to <strong>the</strong> cities <strong>and</strong> <strong>the</strong> decentralization <strong>of</strong> production units 2 .<br />

<strong>Child</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> world<br />

The problem <strong>of</strong> child <strong>labour</strong> is not a new phenomenon, but was never highlighted as it is today. It<br />

is important to make a dist<strong>in</strong>ction between 'child <strong>labour</strong>' <strong>and</strong> 'child work'. <strong>Child</strong> work means that<br />

<strong>the</strong> child has time for play <strong>and</strong> education besides work. <strong>Child</strong> <strong>labour</strong>, however, refers to children<br />

who are be<strong>in</strong>g forced to carry out <strong>the</strong> full-time work <strong>of</strong> <strong>adult</strong>s. The child <strong>labour</strong>ers, no matter if<br />

<strong>the</strong>y work full-time <strong>in</strong> <strong>the</strong> household, <strong>in</strong> workshops, factories or <strong>in</strong> <strong>the</strong> agricultural sector, are deprived<br />

<strong>of</strong> education, play <strong>and</strong> a normal childhood. <strong>Child</strong> <strong>labour</strong>ers can also be 'bonded', which<br />

means that <strong>the</strong> children are forced to work for an employer or 'master' to pay back <strong>the</strong> loan (plus<br />

<strong>of</strong>ten high <strong>in</strong>terest) which his or her (gr<strong>and</strong>)parents once received from <strong>the</strong> l<strong>and</strong>lord/employer.<br />

These bonded child <strong>labour</strong>ers have to obey <strong>the</strong> master <strong>and</strong> are entirely at his mercy.<br />

<strong>Child</strong> <strong>labour</strong> is a universal problem, it exists all over <strong>the</strong> world but it is concentrated <strong>in</strong> <strong>the</strong><br />

develop<strong>in</strong>g countries (98%). At present <strong>the</strong> number <strong>of</strong> work<strong>in</strong>g children <strong>in</strong> <strong>the</strong> world ranges<br />

between 100 <strong>and</strong> 200 million accord<strong>in</strong>g to <strong>the</strong> International Labour Organization, <strong>and</strong> <strong>the</strong> number<br />

is grow<strong>in</strong>g. The populations <strong>in</strong> <strong>the</strong> develop<strong>in</strong>g countries show susta<strong>in</strong>ed growth rates which only<br />

<strong>in</strong>crease <strong>the</strong> magnitude <strong>of</strong> <strong>the</strong> problem <strong>of</strong> child <strong>labour</strong>. S<strong>in</strong>ce a few years, <strong>the</strong> aspect that children<br />

are used as economic assets <strong>in</strong> certa<strong>in</strong> manufactur<strong>in</strong>g, process<strong>in</strong>g <strong>and</strong> m<strong>in</strong><strong>in</strong>g <strong>in</strong>dustries is<br />

frequently <strong>and</strong> widely covered by <strong>the</strong> <strong>in</strong>ternational media. Especially <strong>the</strong> reports on <strong>the</strong> toil <strong>and</strong><br />

sweat <strong>and</strong> <strong>in</strong>human exploitation <strong>of</strong> children work<strong>in</strong>g <strong>in</strong> manufactur<strong>in</strong>g (<strong>export</strong>) <strong>in</strong>dustries like <strong>the</strong><br />

carpet <strong>and</strong> <strong>garment</strong> 3 <strong>in</strong>dustry <strong>in</strong> <strong>India</strong> <strong>and</strong> <strong>garment</strong> <strong>in</strong>dustry <strong>in</strong> Bangladesh have shocked <strong>the</strong><br />

<strong>in</strong>ternational community deeply. The <strong>in</strong>ternational community became aware <strong>of</strong> its own l<strong>in</strong>k with<br />

<strong>the</strong> bad work<strong>in</strong>g conditions <strong>and</strong> <strong>the</strong> child <strong>labour</strong> problem <strong>in</strong> <strong>export</strong>-<strong>oriented</strong> <strong>in</strong>dustries cater<strong>in</strong>g to<br />

western consumers. This resulted <strong>in</strong> <strong>in</strong>ternational pressure <strong>of</strong> various k<strong>in</strong>ds like, for example, a<br />

proposal made by <strong>the</strong> US to ban all imported products which are made by children, called <strong>the</strong><br />

Hark<strong>in</strong>'s Bill.<br />

In <strong>the</strong> countries where child <strong>labour</strong> exists, it is <strong>of</strong>ten stated that poverty is <strong>the</strong> ma<strong>in</strong> reason why<br />

children are sent to work <strong>and</strong> that poverty should first be solved to eradicate child <strong>labour</strong>. But, as<br />

experts state, 'child <strong>labour</strong> also perpetuates poverty as children become part <strong>of</strong> <strong>the</strong> destructive<br />

<strong>in</strong>ter-generational cycle <strong>of</strong> repetitive impoverishment' 4 , 'child <strong>labour</strong> adds to unemployment <strong>of</strong><br />

<strong>adult</strong>s as <strong>the</strong>y take <strong>the</strong> jobs <strong>of</strong> as many unemployed <strong>adult</strong>s, reduces <strong>the</strong> need for technological<br />

3 Tirupur, <strong>the</strong> most important centre <strong>of</strong> manufactur<strong>in</strong>g knitted <strong>garment</strong>s or 'hosiery', <strong>and</strong> which is located <strong>in</strong> Tamil Nadu, <strong>India</strong>, produces<br />

75% <strong>of</strong> <strong>the</strong> total <strong>export</strong>ed cotton 'hosiery' or knitted <strong>garment</strong> output <strong>of</strong> whole <strong>India</strong>. The hosiery <strong>in</strong>dustry employs an estimated<br />

8,000-10,000 to 25,000-35,000 child <strong>labour</strong>ers out <strong>of</strong> a total work force <strong>of</strong> 350,000 workers which works <strong>in</strong> this <strong>in</strong>dustry. The expansion<br />

<strong>of</strong> <strong>the</strong> hosiery <strong>in</strong>dustry <strong>in</strong> Tirupur, which was caused by an <strong>in</strong>creased <strong>in</strong>ternational dem<strong>and</strong> for knitted <strong>garment</strong>s s<strong>in</strong>ce 1980, has led to <strong>the</strong><br />

employment <strong>of</strong> <strong>the</strong>se child <strong>labour</strong>ers. Two British journalists discovered that C&A, a big <strong>garment</strong> cha<strong>in</strong>store <strong>in</strong> Europe, is mak<strong>in</strong>g use <strong>of</strong><br />

child <strong>labour</strong>ers <strong>in</strong> <strong>the</strong> production <strong>of</strong> knitted <strong>garment</strong>s <strong>in</strong> one <strong>of</strong> <strong>the</strong>ir supply<strong>in</strong>g manufactur<strong>in</strong>g units <strong>in</strong> Tirupur. Their discoveries, revealed<br />

by <strong>the</strong> journalists <strong>in</strong> 'The Mail on Sunday', January 8, 1995, an English newspaper, tell <strong>the</strong>ir own story on <strong>the</strong> practice <strong>of</strong> child <strong>labour</strong> <strong>in</strong><br />

Tirupur <strong>and</strong> <strong>the</strong>ir poor work<strong>in</strong>g conditions <strong>and</strong> low payments. For <strong>the</strong> sources <strong>of</strong> <strong>the</strong> above stated figures, see chapter 4, <strong>in</strong>troduction.<br />
