5.6 Conclusions<br />
Workers <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry <strong>of</strong> Bangalore are exploited by <strong>the</strong> employers; <strong>the</strong>y are not pay<strong>in</strong>g<br />
'fair' or 'need based' wages, <strong>and</strong> are not <strong>of</strong>fer<strong>in</strong>g <strong>the</strong>m permanent employment after a few years <strong>of</strong><br />
<strong>labour</strong> when <strong>the</strong> permanent <strong>and</strong> skilled worker is entitled to all <strong>the</strong> statutory benefits. All <strong>the</strong><br />
workers compla<strong>in</strong>ed that <strong>the</strong> wages were too low. Women are paid less than males for <strong>the</strong> same<br />
jobs. The majority <strong>of</strong> <strong>the</strong> women workers said that <strong>the</strong>y had difficulties <strong>in</strong> surviv<strong>in</strong>g <strong>in</strong> times <strong>of</strong><br />
illness <strong>and</strong> dur<strong>in</strong>g maternity when wages are not paid. All <strong>the</strong> workers had difficulties pay<strong>in</strong>g <strong>the</strong><br />
house rent, food, electricity, education for <strong>the</strong>ir children etc. Some women had a system <strong>of</strong> sav<strong>in</strong>g<br />
among <strong>the</strong>mselves. Every month one woman could take <strong>the</strong> pot <strong>of</strong> saved money collected by <strong>the</strong><br />
group.<br />
The daily forced overtime work <strong>and</strong> <strong>the</strong> tremendous stress due to <strong>the</strong> time limit for <strong>the</strong> <strong>export</strong> orders,<br />
has its repercussions on <strong>the</strong> health <strong>of</strong> <strong>the</strong> workers. The wages which are paid to <strong>the</strong> workers,<br />
are fixed accord<strong>in</strong>g to <strong>the</strong>ir speed <strong>of</strong> stitch<strong>in</strong>g <strong>the</strong> <strong>garment</strong>s. Workers are scolded by <strong>the</strong> supervisors<br />
when <strong>the</strong>y do not f<strong>in</strong>ish <strong>the</strong> <strong>garment</strong>s <strong>in</strong> time. In some factories it is only allowed to visit <strong>the</strong><br />
toilet once a day. Especially women f<strong>in</strong>d <strong>the</strong>mselves cont<strong>in</strong>uously <strong>in</strong> stress to comb<strong>in</strong>e work with<br />
runn<strong>in</strong>g <strong>of</strong> <strong>the</strong> household. Creches are not provided by <strong>the</strong> employers. There is no rest po<strong>in</strong>t <strong>in</strong> <strong>the</strong><br />
life <strong>of</strong> <strong>the</strong>se women.<br />
There is no work throughout <strong>the</strong> year. Dur<strong>in</strong>g a slack season, or when <strong>the</strong>re are no orders at all,<br />
<strong>the</strong> factory closes <strong>and</strong> workers have to shift to <strong>the</strong> new factory where <strong>the</strong>re is a dem<strong>and</strong>. Aga<strong>in</strong><br />
<strong>the</strong>y have to start <strong>in</strong> <strong>the</strong> probationary period. The workers keep on shift<strong>in</strong>g from one factory to <strong>the</strong><br />
o<strong>the</strong>r. The majority <strong>of</strong> <strong>the</strong> workers will never become permanent as <strong>the</strong>re is no job security. Even<br />
after many years <strong>of</strong> work<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>in</strong>dustry <strong>the</strong>ir wage is still below <strong>the</strong> m<strong>in</strong>imum, with a<br />
work<strong>in</strong>g day <strong>of</strong> more than 8 hours.<br />
Workers cannot f<strong>in</strong>d time to organize <strong>the</strong>mselves - after (overtime) work households have to be<br />
run - nor is hardly any <strong>labour</strong> union organiz<strong>in</strong>g <strong>the</strong>m. They compla<strong>in</strong>ed that <strong>the</strong>y could not cope<br />
with <strong>the</strong> work pressure <strong>and</strong> o<strong>the</strong>r problems <strong>in</strong>side <strong>the</strong> factory or workshop. Labour unions are<br />
opposed by <strong>the</strong> employers, <strong>and</strong> <strong>the</strong> workers are threatened with <strong>the</strong>ir jobs if <strong>the</strong>y jo<strong>in</strong> one. Because<br />
<strong>the</strong> majority <strong>of</strong> <strong>the</strong> workers is not member <strong>of</strong> a <strong>labour</strong> union, a collective barga<strong>in</strong><strong>in</strong>g agreement<br />
with <strong>the</strong> employer is h<strong>in</strong>dered to improve <strong>the</strong>ir work<strong>in</strong>g conditions <strong>and</strong> st<strong>and</strong>ards.
