<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Tirupur<br />

study <strong>in</strong> Tirupur, who comb<strong>in</strong>ed work with non-formal education <strong>in</strong> <strong>the</strong> even<strong>in</strong>g. The parents will<br />
still need <strong>the</strong> extra <strong>in</strong>come supplied by <strong>the</strong>ir children <strong>in</strong> case <strong>the</strong> wages <strong>of</strong> <strong>the</strong> parents are not <strong>in</strong>creased<br />
or <strong>in</strong> case no better job opportunities are available to <strong>the</strong>m. Added to this comes that<br />
children, especially girls, are still needed to help <strong>in</strong> <strong>the</strong> household after work. Thus, <strong>the</strong><br />
implementation <strong>of</strong> strategies aga<strong>in</strong>st full-time child <strong>labour</strong> which aim to comb<strong>in</strong>e education -<br />
which is not compulsory - with work<strong>in</strong>g a few hours <strong>in</strong> <strong>the</strong> <strong>in</strong>dustry, is prone to be violated by<br />
employers <strong>and</strong> parents. Employers will not send <strong>the</strong> child home after 6 hours <strong>of</strong> work because<br />
nobody checks that <strong>and</strong> <strong>the</strong> parents will not withdraw <strong>the</strong> child from work because <strong>the</strong>y still need<br />
<strong>the</strong> extra <strong>in</strong>come <strong>of</strong> <strong>the</strong> child. When education is not compulsory, <strong>and</strong> parents are not <strong>in</strong>volved <strong>in</strong><br />
its implementation, <strong>the</strong>y will not send <strong>the</strong>ir child to school. To implement <strong>the</strong> above mentioned<br />
strategy to comb<strong>in</strong>e work <strong>and</strong> education, firstly primary education should be made compulsory<br />
<strong>and</strong> free, <strong>and</strong> should be made more <strong>in</strong>terest<strong>in</strong>g for children. Secondly, work<strong>in</strong>g parents should receive<br />
liv<strong>in</strong>g wages <strong>and</strong> <strong>the</strong>y should be actively <strong>in</strong>volved <strong>in</strong> <strong>the</strong> implementation <strong>of</strong> school<br />
enrolment <strong>of</strong> <strong>the</strong> child. Thirdly, parents should be made aware <strong>of</strong> <strong>the</strong> negative aspects <strong>of</strong> child<br />
<strong>labour</strong>. This will partly help to prevent <strong>and</strong> to stop children be<strong>in</strong>g pulled <strong>and</strong> pushed <strong>in</strong>to <strong>the</strong> hosiery<br />
<strong>in</strong>dustry; hopefully it will f<strong>in</strong>ally keep children <strong>in</strong> school full-time, without comb<strong>in</strong><strong>in</strong>g <strong>the</strong><br />
education with (enumerative) <strong>labour</strong>.<br />
The proposed m<strong>in</strong>imum wage for child <strong>labour</strong>ers by AITUC is also not a solution to end child<br />
<strong>labour</strong>, because it will stimulate children to work <strong>in</strong>stead <strong>of</strong> go<strong>in</strong>g to school. If children are paid a<br />
m<strong>in</strong>imum wage, parents have even more an <strong>in</strong>centive to send <strong>the</strong>ir children to work; children<br />
occupy jobs <strong>of</strong> unemployed <strong>adult</strong>s. In case children would be paid <strong>of</strong>ficial m<strong>in</strong>imum wages,<br />
employers still would prefer children <strong>and</strong> not <strong>adult</strong> workers because <strong>the</strong> former are easier to<br />
dictate, are more vital, <strong>and</strong> <strong>the</strong>y would not ask for social benefits, etc.<br />
The tra<strong>in</strong><strong>in</strong>g programme for women, proposed by <strong>the</strong> Tirupur Export Association, is a first step <strong>in</strong><br />
support <strong>of</strong> <strong>the</strong> eradication <strong>of</strong> child <strong>labour</strong>. But such a program can only succeed if it goes toge<strong>the</strong>r<br />
with permanent employment opportunities, creche facilities, a 'liv<strong>in</strong>g' wage. It is also very<br />
important that <strong>the</strong> <strong>labour</strong> unions actively participate to supervise <strong>the</strong> compliance with <strong>the</strong> <strong>labour</strong><br />
<strong>and</strong> factory laws. The <strong>labour</strong> <strong>in</strong>spectors <strong>of</strong> <strong>the</strong> Government should check <strong>the</strong> premises regularly<br />
<strong>and</strong> immediately f<strong>in</strong>e <strong>the</strong> employers who violate <strong>the</strong> law.<br />
Remov<strong>in</strong>g <strong>the</strong> children from <strong>the</strong> hosiery units <strong>in</strong> Tirupur should not be done without creat<strong>in</strong>g<br />
alternative sources <strong>of</strong> <strong>in</strong>come for <strong>the</strong> family. Such alternatives should conta<strong>in</strong> tra<strong>in</strong><strong>in</strong>g <strong>and</strong> better<br />
job opportunities for parents. The work<strong>in</strong>g parents should be paid 'liv<strong>in</strong>g' wages. Remov<strong>in</strong>g <strong>the</strong><br />
children from <strong>the</strong> <strong>in</strong>dustry, should not be done without mak<strong>in</strong>g parents aware <strong>of</strong> <strong>the</strong> negative<br />
aspects <strong>of</strong> child <strong>labour</strong>. Primary education should be made compulsory, free, mean<strong>in</strong>gful <strong>and</strong><br />
<strong>in</strong>terest<strong>in</strong>g, <strong>and</strong> it should be implemented with <strong>the</strong> <strong>in</strong>volvement <strong>of</strong> <strong>the</strong> community. The <strong>in</strong>spection<br />
system <strong>of</strong> <strong>the</strong> <strong>labour</strong> <strong>in</strong>spectors should be improved, <strong>in</strong>tensified <strong>and</strong> streng<strong>the</strong>ned. If children are<br />
go<strong>in</strong>g to be banned from <strong>the</strong> hosiery <strong>in</strong>dustry without <strong>the</strong> above mentioned measures, <strong>the</strong> chance<br />
exists that children will enter <strong>in</strong>to o<strong>the</strong>r employments or <strong>the</strong>ir employment becomes disguised.<br />
Migrant families will shift to o<strong>the</strong>r areas where <strong>the</strong>ir children can be employed aga<strong>in</strong>, because<br />
<strong>the</strong>y are still dependent on <strong>the</strong>ir <strong>in</strong>come.<br />
Thus, awareness-generat<strong>in</strong>g programmes, a strict implementation <strong>of</strong> compulsory primary educa-<br />
