<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Jaipur<br />

stones earned higher wages than children who processed semi-precious stones.<br />

- The child <strong>labour</strong>ers ma<strong>in</strong>ly performed jobs like jo<strong>in</strong><strong>in</strong>g, rough shap<strong>in</strong>g <strong>and</strong> f<strong>in</strong>al polish<strong>in</strong>g when<br />

precious <strong>gem</strong> stones were concerned. When semi-precious stones were concerned children also<br />

performed highly skilled jobs like facet<strong>in</strong>g <strong>and</strong> table mak<strong>in</strong>g next to cutt<strong>in</strong>g, rough shap<strong>in</strong>g,<br />

jo<strong>in</strong><strong>in</strong>g <strong>and</strong> polish<strong>in</strong>g. A work<strong>in</strong>g day lasted 8 to 10 hours for full-time child <strong>labour</strong>ers <strong>and</strong> 5 to 6<br />

hours for part-time child <strong>labour</strong>ers.<br />

- The majority <strong>of</strong> <strong>the</strong> child workers worked <strong>in</strong> <strong>the</strong> <strong>gem</strong> <strong>in</strong>dustry because <strong>the</strong>ir parents did not want<br />

<strong>the</strong>ir children to waste <strong>the</strong>ir time. Most parents told <strong>the</strong>ir children early <strong>in</strong> life to start work<strong>in</strong>g at a<br />

young age <strong>and</strong> learn a skill so that <strong>the</strong>y could beg<strong>in</strong> to earn money early <strong>in</strong> life.<br />

- <strong>Child</strong> <strong>labour</strong>ers' op<strong>in</strong>ion towards child <strong>labour</strong> was negative. They had <strong>the</strong> op<strong>in</strong>ion that children<br />

should be <strong>in</strong> school. They did not like work<strong>in</strong>g <strong>and</strong> would prefer go<strong>in</strong>g to school, but <strong>the</strong>y had to<br />

abide by <strong>the</strong>ir fa<strong>the</strong>rs' wish. Education would give <strong>the</strong>m better chances for a good job later <strong>in</strong> life.<br />

- The full-time work<strong>in</strong>g children were completely illiterate but got some moral education <strong>in</strong>side<br />

<strong>the</strong> mosque or through private tuition.<br />

- The workplaces were poorly lit <strong>and</strong> ventilated, especially <strong>the</strong> manufactur<strong>in</strong>g rooms which were<br />

<strong>in</strong>side <strong>the</strong> homes. Most <strong>of</strong> <strong>the</strong> units did not have wash<strong>in</strong>g facilities or a toilet. Occupational health<br />

problems were f<strong>in</strong>gertip wounds, fever, back ache <strong>and</strong> eye stra<strong>in</strong>.<br />

- <strong>Child</strong>ren wanted future jobs which were related to <strong>the</strong> <strong>gem</strong> polish<strong>in</strong>g <strong>in</strong>dustry or to <strong>the</strong>ir school<br />

environment.<br />

- The work<strong>in</strong>g girl child was doubly exploited. She was used for <strong>in</strong>come earn<strong>in</strong>g <strong>in</strong>side <strong>the</strong> house<br />

but also for o<strong>the</strong>r employments like embroidery, help<strong>in</strong>g <strong>in</strong> <strong>the</strong> household <strong>and</strong> tak<strong>in</strong>g care <strong>of</strong><br />

sibl<strong>in</strong>gs. Due to <strong>the</strong> Muslim belief <strong>the</strong> girl was not allowed to go outside <strong>the</strong> house which<br />

deprived her even more <strong>of</strong> hav<strong>in</strong>g a childhood with social contacts <strong>and</strong> knowledge <strong>of</strong> <strong>the</strong> outside<br />

world. When <strong>the</strong>re were more sons <strong>in</strong> <strong>the</strong> household, many <strong>of</strong> <strong>the</strong>m went to school while <strong>the</strong> girl<br />

had to earn <strong>the</strong> <strong>in</strong>come. She did <strong>the</strong> low-skilled jobs like drill<strong>in</strong>g <strong>of</strong> beads <strong>and</strong> cutt<strong>in</strong>g semi-precious<br />

stones. The girl was sooner withdrawn from school than <strong>the</strong> boy <strong>and</strong> was totally illiterate.<br />

She could never make upward mobility nei<strong>the</strong>r <strong>in</strong> wage level nor <strong>in</strong> higher level jobs.<br />

- Criticism by <strong>the</strong> Institute <strong>of</strong> Development Studies, <strong>the</strong> <strong>India</strong>n Institute <strong>of</strong> Health Mana<strong>gem</strong>ent<br />

Research <strong>and</strong> <strong>the</strong> Lokh Shiksthan Samsthan (all based <strong>in</strong> Jaipur) <strong>and</strong> a teacher at a special school<br />

<strong>in</strong> Jaipur, revealed that <strong>the</strong> objectives <strong>of</strong> <strong>the</strong> Government's scheme to elim<strong>in</strong>ate child workers<br />

from <strong>the</strong> <strong>gem</strong> <strong>in</strong>dustry <strong>in</strong> Jaipur, through non-formal education, employment <strong>and</strong> <strong>in</strong>comegenerat<strong>in</strong>g<br />

schemes for poor parents <strong>of</strong> work<strong>in</strong>g children <strong>and</strong> creat<strong>in</strong>g awareness <strong>of</strong> <strong>the</strong> issue <strong>of</strong><br />

child <strong>labour</strong>, had not been met up till today. The objective <strong>of</strong> <strong>the</strong> Action plan to step up <strong>the</strong> enforcement<br />

<strong>of</strong> <strong>the</strong> <strong>Child</strong> Labour (Prohibition & Regulation) Act <strong>of</strong> 1986, <strong>the</strong> Factories Act <strong>of</strong> 1948<br />

<strong>and</strong> <strong>the</strong> Rajasthan Shop <strong>and</strong> Establishment Act, had never been achieved, as thous<strong>and</strong>s <strong>of</strong><br />

children younger than 12 years <strong>of</strong> age still were found at work <strong>in</strong> <strong>the</strong> <strong>gem</strong> <strong>in</strong>dustry <strong>in</strong> Jaipur<br />

dur<strong>in</strong>g this study. Parents <strong>and</strong> <strong>the</strong> local community had never been <strong>in</strong>volved <strong>in</strong> <strong>the</strong> programme. A
