<strong>Child</strong> <strong>and</strong> <strong>adult</strong> <strong>labour</strong> <strong>in</strong> <strong>the</strong> <strong>garment</strong> <strong>export</strong> <strong>in</strong>dustry <strong>of</strong> Tirupur<br />

children did not have time to play or relax. Most <strong>of</strong> <strong>the</strong> children arrived home late <strong>in</strong> <strong>the</strong> even<strong>in</strong>g,<br />

ate <strong>the</strong>ir meals <strong>and</strong> went to bed or had to help <strong>in</strong> <strong>the</strong> household, especially girls. The children also<br />

attended education <strong>in</strong> <strong>the</strong> even<strong>in</strong>g hours because <strong>the</strong>ir parents wanted <strong>the</strong>m to cont<strong>in</strong>ue <strong>the</strong>ir<br />

studies apart from work<strong>in</strong>g. The children were exhausted because <strong>the</strong>y attended classes from 6<br />

p.m. to 8 p.m., after a long day <strong>of</strong> work. Thus education <strong>in</strong> <strong>the</strong> non-formal education centre deprived<br />

<strong>the</strong>m <strong>of</strong> <strong>the</strong>ir precious free time.<br />

All <strong>the</strong> children expressed that <strong>the</strong>y never had time to play because if <strong>the</strong>y did not have to work<br />

overtime <strong>the</strong>y had to attend classes at <strong>the</strong> education centre or had to help <strong>in</strong> <strong>the</strong> household,<br />

especially girl children. Sundays, were <strong>of</strong>ten spent <strong>in</strong> <strong>the</strong> factory too when <strong>the</strong> employer wanted<br />

<strong>the</strong>m to f<strong>in</strong>ish <strong>export</strong> orders <strong>in</strong> time.<br />

Joyti Krishnan is a girl <strong>of</strong> 14 <strong>and</strong> had been work<strong>in</strong>g for <strong>the</strong> last 4 years <strong>in</strong> <strong>the</strong> hosiery <strong>in</strong>dustry <strong>in</strong><br />

Tirupur. She expla<strong>in</strong>ed that <strong>the</strong>re is hardly any time to go to <strong>the</strong> education centre. She said:<br />

'After <strong>the</strong> work <strong>in</strong> <strong>the</strong> factory I rush home because I have to help my mo<strong>the</strong>r with clean<strong>in</strong>g <strong>the</strong><br />

vessels, collect<strong>in</strong>g water, sweep<strong>in</strong>g etc. There is never time to play because <strong>the</strong>n I have to go to<br />

sleep.'<br />

Work<strong>in</strong>g conditions<br />

The visited <strong>garment</strong> manufactur<strong>in</strong>g units, all had toilet, wash<strong>in</strong>g <strong>and</strong> dr<strong>in</strong>k<strong>in</strong>g water facilities.<br />

They were <strong>of</strong>ten badly ventilated but sufficiently lit. Especially <strong>in</strong> <strong>the</strong> parts <strong>of</strong> <strong>the</strong> manufactur<strong>in</strong>g<br />

units where <strong>the</strong> knitt<strong>in</strong>g mach<strong>in</strong>es were, <strong>the</strong> air was polluted with millions <strong>of</strong> cotton fibres. It was<br />

very difficult to brea<strong>the</strong> <strong>in</strong> <strong>the</strong>se knitt<strong>in</strong>g rooms. In <strong>the</strong> units where <strong>the</strong> bleach<strong>in</strong>g <strong>and</strong> dye<strong>in</strong>g was<br />

done, <strong>the</strong> air was highly polluted with chemical dust. Dur<strong>in</strong>g factory visits, many children were<br />

found at work <strong>in</strong>side <strong>the</strong>se bleach<strong>in</strong>g <strong>and</strong> dye<strong>in</strong>g units also.<br />

The majority <strong>of</strong> <strong>the</strong> units was spacious. In <strong>the</strong> units <strong>the</strong>re were no canteens available but <strong>the</strong> employer<br />

mostly provided <strong>the</strong> workers with tea. The tea was only given dur<strong>in</strong>g overtime work <strong>and</strong> <strong>in</strong><br />

<strong>the</strong> night- shift. The children did not have sufficient breaks dur<strong>in</strong>g work <strong>and</strong> <strong>the</strong> units did not<br />

have play facilities for <strong>the</strong> children.<br />

Statutory benefits <strong>and</strong> <strong>labour</strong> unions<br />

The workers <strong>in</strong> <strong>the</strong> visited units were not gett<strong>in</strong>g any statutory benefits, <strong>the</strong>y were not permanent<br />

<strong>and</strong> not registered. Even <strong>in</strong> <strong>the</strong> registered units <strong>of</strong> big <strong>export</strong>ers, workers did not get statutory<br />

benefits. Because <strong>the</strong> workers were paid accord<strong>in</strong>g to piece rate system <strong>in</strong>stead <strong>of</strong> gett<strong>in</strong>g a<br />

m<strong>in</strong>imum wage for 8 hours work, <strong>the</strong>y worked 12 to 16 hours per day to f<strong>in</strong>ish more <strong>garment</strong>s to<br />

earn a higher wage.<br />

Exporters said openly that <strong>the</strong>y did not allow workers to jo<strong>in</strong> <strong>labour</strong> unions. They also said that<br />

<strong>the</strong>y deliberately scattered <strong>the</strong>ir units to avoid <strong>labour</strong> problems because 'it is difficult to manage a<br />

large group <strong>of</strong> workers'.<br />

Health hazards<br />

All <strong>the</strong> <strong>in</strong>terviewed children suffered from exhaustion <strong>and</strong> most <strong>of</strong> <strong>the</strong> children suffered regularly<br />

from Typhoid or fever <strong>in</strong> <strong>the</strong> first year <strong>of</strong> employment. Boy children said that <strong>the</strong>y were regularly<br />
