Measures <strong>and</strong> <strong>in</strong>itiatives <strong>in</strong> Europe <strong>and</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s<br />

concern<strong>in</strong>g <strong>in</strong>ternational <strong>labour</strong> conditions <strong>and</strong> child <strong>labour</strong><br />

1.1 Introduction<br />

Competition between countries <strong>in</strong> <strong>the</strong> world market has <strong>in</strong>creased due to a more liberalized<br />

<strong>in</strong>ternational trade policy. The competition, however, for consumer products like shoes, <strong>garment</strong>s,<br />

<strong>gem</strong> studded jewellery, bedsheets, carpets, to mention a few, seems to be <strong>in</strong> <strong>the</strong> field <strong>of</strong> m<strong>in</strong>imiz<strong>in</strong>g<br />

costs <strong>of</strong> <strong>labour</strong> ra<strong>the</strong>r than maximiz<strong>in</strong>g <strong>the</strong> skills <strong>of</strong> <strong>labour</strong>. These consumer products are<br />

ma<strong>in</strong>ly manufactured by workers <strong>in</strong> develop<strong>in</strong>g countries because <strong>the</strong>se workers are cheaper, but<br />

also by workers <strong>in</strong> <strong>the</strong> <strong>in</strong>formal sector <strong>of</strong> developed countries where a supply on short notice <strong>of</strong><br />

consumer products is needed, for example <strong>of</strong> fashionable <strong>garment</strong>s. The time factor also has<br />

become important <strong>in</strong> manufactur<strong>in</strong>g <strong>the</strong>se products next to low <strong>labour</strong> costs. The <strong>in</strong>dustries <strong>of</strong> <strong>the</strong><br />

above mentioned consumer products are ma<strong>in</strong>ly operat<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>in</strong>formal sector where <strong>labour</strong> legislation<br />

is not applicable; <strong>the</strong> majority <strong>of</strong> <strong>the</strong> workers, <strong>of</strong>ten women <strong>and</strong> children <strong>of</strong> <strong>the</strong> poorest<br />

sections <strong>of</strong> <strong>the</strong> society, are temporary, unorganized, <strong>and</strong> are even opposed to jo<strong>in</strong> <strong>labour</strong> unions,<br />

which means that a barga<strong>in</strong><strong>in</strong>g agreement to improve <strong>the</strong>ir <strong>labour</strong> conditions becomes difficult<br />

<strong>and</strong> is <strong>of</strong>ten absent. The employer abuses <strong>the</strong> unequal employer-(child) <strong>labour</strong> relation: he pays<br />

less than m<strong>in</strong>imum wages, accord<strong>in</strong>g to <strong>the</strong> piece rate system, <strong>and</strong> forces workers to work long<br />

hours without provid<strong>in</strong>g <strong>the</strong>m social security.<br />

The <strong>in</strong>tegration <strong>of</strong> <strong>the</strong> world market has led to exploitation <strong>of</strong> more (child) workers <strong>and</strong><br />

deterioration <strong>of</strong> <strong>the</strong>ir work<strong>in</strong>g conditions <strong>in</strong> <strong>the</strong> countries which need <strong>the</strong> <strong>export</strong> trade for solv<strong>in</strong>g<br />

<strong>in</strong>ternal problems (e.g. debts, unemployment <strong>and</strong> poverty) like <strong>India</strong>, Mexico, Bangladesh etc.,<br />

but also <strong>in</strong> <strong>the</strong> countries which need to meet consumer dem<strong>and</strong> for cheap consumer products, like<br />

Europe <strong>and</strong> <strong>the</strong> US. In develop<strong>in</strong>g countries, more than <strong>in</strong> developed countries, <strong>the</strong> process <strong>of</strong><br />

<strong>in</strong>ternational economic <strong>in</strong>tegration has led to economic exploitation <strong>of</strong> more child <strong>labour</strong>ers.<br />

Due to <strong>the</strong> (<strong>in</strong>creas<strong>in</strong>g) dem<strong>and</strong> for cheap consumer products like <strong>the</strong> products mentioned earlier,<br />

ma<strong>in</strong>ly by western countries, consumers, importers, store sellers <strong>and</strong> governments <strong>of</strong> <strong>the</strong>se<br />

countries are <strong>in</strong>directly support<strong>in</strong>g child <strong>labour</strong> <strong>and</strong> bad work<strong>in</strong>g conditions <strong>in</strong> <strong>the</strong> (<strong>India</strong>n) <strong>export</strong><br />

sectors where <strong>the</strong>se products are manufactured. Today, <strong>the</strong> <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number <strong>of</strong> child <strong>labour</strong>ers<br />

is thus not only caused by developments with<strong>in</strong> nations; it is also effected by <strong>and</strong> <strong>in</strong>terwoven<br />

with <strong>the</strong> process <strong>of</strong> globalization <strong>and</strong> <strong>in</strong>tegration <strong>of</strong> economic activities between nations. In fact,<br />

seen <strong>in</strong> this light <strong>the</strong> problem <strong>of</strong> child <strong>labour</strong> <strong>and</strong> bad work<strong>in</strong>g conditions <strong>in</strong> <strong>export</strong> <strong>in</strong>dustries <strong>and</strong><br />

local <strong>in</strong>formal <strong>in</strong>dustries, have also become a problem <strong>of</strong> <strong>the</strong> import<strong>in</strong>g consum<strong>in</strong>g (western)<br />

countries.<br />

The <strong>in</strong>creas<strong>in</strong>g number <strong>of</strong> economically exploited child <strong>labour</strong>ers <strong>and</strong> <strong>the</strong> deteriorat<strong>in</strong>g work<strong>in</strong>g<br />

conditions <strong>in</strong> <strong>export</strong> <strong>in</strong>dustries are a result <strong>of</strong>, among o<strong>the</strong>r causes, (world wide) economic greed,
