THE REAL ESTATE MARKET IN ITALY<br />
The data collected by the Nomisma Real<br />
Estate Market Observatory Report (OMI)<br />
help to decipher the demand: in 2022 the<br />
priority is represented by finding a housing<br />
solution with adequate space, where family<br />
life and professional life can coexist, unlike in<br />
2021, when the activating factor was instead<br />
represented by the search for a context outside<br />
of large urban centres. “The suburbs seem to be<br />
an ideal point of synthesis between the search<br />
for endowments and the need to gravitate<br />
around the main town,” emphasised Luca<br />
Dondi, CEO of Nomisma.<br />
Finally, on the price front, on average across<br />
the 13 largest markets in the second half of<br />
2022 there was a 0.5% increase for housing,<br />
compared to a 0.6% decline for offices and<br />
a substantial unchanged for shops (-0.1%).<br />
“This reflects the effects of a lower intensity of<br />
demand that is beginning to manifest itself due<br />
to the macroeconomic environment conditions<br />
mentioned above.”<br />
THE POINT ON SUPERBONUS<br />
The presentation of the 3 rd Observatory on the<br />
Real Estate Market 2022 by Nomisma concluded<br />
with a talk on the Superbonus, with the intervention<br />
of Marco Marcatili, Head of Development at<br />
the Bologna-based economic studies company.<br />
From Nomisma data, we learn that there are<br />
2.4 million households that, according to the<br />
research companyʼs expectations, will adhere<br />
in <strong>2023</strong> to the new Superbonus rule with a rate<br />
of 90% (12% less than the adhesion to this tax<br />
relief under the previous rule). A reduction that<br />
will affect, it is estimated, about one third of the<br />
households concerned, compared to the forecast<br />
of 3,613,000 that had been made considering the<br />
regulation in force until 25 November 2022. “The<br />
90% rate,ʻ Marcatili emphasises, ʼwill not lead to<br />
an abandonment of interest by Italian households<br />
in the measure. Our ʻ110% Monitorʼ survey shows<br />
how families have incorporated the knowledge that<br />
the Superbonus will not be totally free. In order<br />
to recover part of the renouncing households, it<br />
is necessary to guarantee economic coverage of<br />
the missing incentive share through, for example,<br />
dedicated financial products or through Esco<br />
(Energy Service Company) investment remuneration<br />
systems, i.e. by drawing on the economic benefits<br />
guaranteed by the savings in bills. I believe that the<br />
time is ripe for this type of product that can provide<br />
greater stability and stimulate real demand. All<br />
this will happen on the condition that the invoice<br />
discount mechanism is made operational again.”<br />
In November 2022, moreover, again according<br />
to Marcatili, there were “10.3 million Italian<br />
households interested in the 110% Superbonus. A<br />
perhaps illusory interest”, given the then conditions<br />
of the credit transfer market, but one that translates<br />
into public responsibility.<br />
Against a total value of 55 million euro invested, 44%<br />
concerns condominium. We are talking, according<br />
to Nomisma estimates, about over 232 thousand<br />
buildings with completed construction sites.<br />
IL MERCATO IMMOBILIARE IN ITALIA<br />
I dati rilevati dal Rapporto dell’Osservatorio del<br />
mercato immobiliare di Nomisma (OMI) aiutano<br />
a decifrare la domanda: nel 2022 la priorità è<br />
rappresentata dall’individuazione di una soluzione<br />
abitativa con spazi adeguati, ove far convivere vita<br />
familiare e professionale, a differenza di quanto<br />
avvenuto nel 2021, quando il fattore di attivazione<br />
era invece rappresentato dalla ricerca di un contesto<br />
al di fuori dei grandi centri urbani. “Le periferie<br />
sembrano un punto ideale di sintesi fra la ricerca<br />
di dotazioni e l’esigenza di gravitare intorno al<br />
comune capoluogo”, ha sottolineato Luca Dondi,<br />
Amministratore delegato di Nomisma.<br />
Infine, sul fronte dei prezzi, nella media dei 13<br />
maggiori mercati nel secondo semestre del 2022<br />
si è registrato un aumento dello 0,5% per le<br />
abitazioni, a fronte di una flessione dello 0,6%<br />
per gli uffici e di una sostanziale invarianza per i<br />
negozi (-0,1%). “Questo riflette gli effetti di una<br />
minore intensità della domanda che incomincia<br />
a manifestarsi per le condizioni del contesto<br />
macroeconomico sopra indicate”.<br />
IL PUNTO SUL SUPERBONUS<br />
La presentazione del 3° Osservatorio sul Mercato<br />
Immobiliare 2022 di Nomisma si è conclusa parlando<br />
del Superbonus, con l’intervento di Marco Marcatili,<br />
Responsabile sviluppo della società bolognese di studi<br />
economici. Dai dati Nomisma, si apprende che sono<br />
2,4 milioni le famiglie che, secondo le attese della<br />
società di ricerca, aderiranno nel <strong>2023</strong> alla nuova<br />
norma del Superbonus con aliquota al 90% (12% in<br />
meno rispetto all’adesione a questa agevolazione<br />
fiscale secondo la norma precedente). Una riduzione<br />
che riguarderà, si stima, circa un terzo delle famiglie<br />
interessate, rispetto alle previsioni di 3.613.000<br />
che erano state fatte considerando la normativa<br />
in vigore fino al 25 novembre 2022. “L’aliquota al<br />
90% - sottolinea Marcatili - non determinerà un<br />
abbandono di interesse da parte delle famiglie<br />
italiane verso la misura. Dall’indagine del nostro<br />
‘110% Monitor’ emerge come le famiglie abbiano<br />
incorporato la consapevolezza che il Superbonus non<br />
sarà totalmente gratuito. Per recuperare parte delle<br />
famiglie rinunciatarie occorre garantire una copertura<br />
economica della quota di incentivo mancante<br />
attraverso, ad esempio, prodotti finanziari dedicati o<br />
attraverso sistemi di remunerazione dell’investimento<br />
in modalità Esco (Energy Service Company), vale<br />
a dire attingendo ai benefici economici garantiti<br />
dai risparmi in bolletta. Ritengo che i tempi siano<br />
maturi per questo tipo di prodotto che potrà fornire<br />
una maggiore stabilità e incentivare una domanda<br />
reale. Tutto ciò avverrà a condizione che venga reso<br />
nuovamente operativo il meccanismo dello sconto in<br />
fattura”. A novembre 2022, inoltre, sempre secondo<br />
Marcatili, si era “tornati a 10,3 milioni di famiglie<br />
italiane interessate al Superbonus 110%. Un interesse<br />
forse illusorio”, viste le allora condizioni del mercato<br />
della cessione del credito, ma che si traduce in<br />
responsabilità pubblica.<br />
A fronte di un valore complessivo di 55 milioni di<br />
euro investiti, il 44% riguarda il condominio. Stiamo<br />
parlando, secondo le stime Nomisma, di oltre 232 mila<br />
edifici con i cantieri conclusi.<br />
