Observer Osservatorio Mountains: between fixed costs and variable bills Montagna: tra costi fissi e bollette variabili Federica Villa T he opening of the ski season has brought to the forefront the consequences of the climate emergency that inevitably affect the mountains as a ʻsystemʼ (economic, social and environmental). Although much has been done in the direction of deseasonalising tourism at high altitudes, snow remains a fundamental prerequisite for keeping the engine of the mountain economy alive. “Deseasonalisation oriented towards the promotion of summer or even spring and autumn tourism,ʼ says Franco Torretta, president of the Italian National Association of Cableway Installations Technicians (Anitif), ʻhas once again become one of the objectives of mountain populations, but unfortunately, at the moment, it does not seem to be able to replace winter skiing activity as the main catalyst for tourist flows and therefore for the economic sustainability of life in the mountains. Winter skiing activity, therefore, in terms of social economy and land management, allows the maintenance of a constant presence in environments that would otherwise be destined for abandonmentˮ. AT THE CROSSROADS OF CRISES In particular, last autumn, the ʻmountain industryʼ was subjected to a multifactorial stresstest caused by the intersection of several crises simultaneously: climatic (high temperatures at high altitudes), energy (high costs) and socioeconomic (inflation). L’attività sciistica invernale, quindi, in termini di economia sociale e di gestione del territorio, permette il mantenimento di un presidio costante in ambienti che, diversamente, sarebbero destinati all’abbandono”. ALL’INCROCIO DELLE CRISI In particolare, lo scorso autunno, la ‘filiera della montagna’ è stata sottoposta a uno stress-test multifattoriale causato dall’incrocio di più crisi simultaneamente: climatica (alte temperature in alta quota), energetica (costi elevati) e socioeconomica (inflazione).
