20 theme ในปี 2558 สมาชิกกว่า 195 ประเทศภายใต้กรอบอนุสัญญา สหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ (UNFCCC) ได้เดินทางมารวมตัวกัน ณ กรุงปารีส และตกลง ทำาอนุสัญญาระหว่างประเทศที่เรียกว่า Paris Agreement (ความตกลงปารีส หรืออนุสัญญาสหประชาชาติว่าด้วยการ เปลี่ยนแปลงสภาพภูมิอากาศปารีส) สมาชิกจากประเทศต่าง ๆ รวมทั้งประเทศไทยได้ตกลงที่จะมีส่วนร่วมในอนาคตของโลก ซึ่งเป็นมิตรต่อสิ่งแวดล้อมมากขึ้น เพราะโลกของเรากำ าลัง ร้อนขึ้น หัวใจสำาคัญของข้อตกลงปารีสจึงมีเป้าหมายที่จะจำ ากัด อุณหภูมิเฉลี่ยทั่วโลกให้อยู่ที่ 2 องศาเซลเซียสเหนือระดับก่อน ยุคปฏิวัติอุตสาหกรรม ข้อตกลงเสมือนแสดงนัยว่า การเพิ่ม ขึ้นของอุณหภูมินี้เป็นปริมาณสูงสุดที่โลกของเราสามารถรับได้ แต่แท้จริงแล้ว เราควรตั้งเป้าหมายที่จะควบคุมให้อยู่ต่ำ ายิ่งกว่า นั้นด้วยซ้ำา นั่นคือไม่เกิน 1.5 องศาเซลเซียส ซึ่งหากไม่มี การควบคุมอุณหภูมินี้ จะเกิดผลกระทบร้ายแรงต่าง ๆ เช่น สภาพอากาศที่รุนแรง ภัยธรรมชาติ การสูญพันธุ์ของพืช สัตว์ และอื่น ๆ อีกมากมาย การคาดการณ์จากเส้นกราฟและทัศนคติ ในปี 2562 สถาปนิกชื่อดังระดับโลก Foster + Partners ได้เผยแพร่แถลงการณ์ด้านความยั่งยืน (Sustainability Manifesto) โดยในหน้าที่ 2 ของเอกสารดังกล่าว อ้างอิงถึง กราฟอุณหภูมิที่แสดงอุณหภูมิบรรยากาศของโลกตั้งแต่ปี 2393 ซึ่งเป็นช่วงเวลาที่โลกได้เกิดการปฏิวัติอุตสาหกรรมแล้ว กราฟดังกล่าว แสดงให้เห็นว่า ในปี 2562 อุณหภูมิของโลก เราแตะทะลุ 1 องศาเซลเซียสเหนือระดับก่อนการปฏิวัติ อุตสาหกรรมไปแล้วเรียบร้อย และกราฟดังกล่าว ยังแสดงอีก ว่า แม้ว่าเราจะปฏิบัติตามมาตรฐานการก่อสร้างที่กำ าหนดโดย หน่วยงานที่ได้รับการยอมรับระดับนานาชาติอย่างเคร่งครัด อุณหภูมิโลกก็จะเพิ่มสูงกว่าระดับช่วงก่อนการปฏิวัติอุตสาห- กรรมถึง 3 องศาเซลเซียสอยู่ดี แต่เป้าหมายของความตกลง ปารีสคือเราต้องจำากัดการเพิ่มขึ้นของอุณหภูมิไว้ที่ไม่เกิน 1.5 องศาเซลเซียส ช่องว่างระหว่างตัวเลขที่กราฟคาดการณ์ กับ เป้าหมายในความตกลงปารีส ต่างกันถึง 1.5 องศาเซลเซียส แล้วเราจะทำาให้เป้าหมายนี้เป็นไปได้ได้อย่างไร? การจำากัดการเพิ่มขึ้นของอุณหภูมิโลกไม่ได้หมายความว่า เราควรหยุดสร้าง และหันไปหาสังคมเกษตรกรรมอย่างใน ยุคก่อนการปฏิวัติอุตสาหกรรมเสมอไป แต่เราจำาเป็นต้อง ค้นหาวิธีการที่แตกต่างออกไปเพื่อนำาทางเราให้ก้าวไปไกล กว่าโลกอุตสาหกรรมในปัจจุบัน ถ้าสิ่งที่พลิกให้เราก้าวหน้า ในด้านอุตสาหกรรม และเปลี่ยนโลกไปอย่างสิ้นเชิงในยุคนั้น คือกรอบความคิดที่แหวกแนว ต่างจากเดิมไปอย่างสิ้นเชิง ในยุคปัจจุบัน เราก็คงจำาเป็นต้องมีกรอบความคิดที่ต่างไป จากเดิมอย่างสิ้นเชิงในลักษณะเดียวกัน เพื่อลดช่องว่างของ อุณหภูมิที่สูงถึง 1.5 องศาเซลเซียส และด้วยแนวคิดการ ออกแบบที่ต่างไปจากเดิมอย่างสิ้นเชิง ด้วยความมุ่งมั่น และ In 20<strong>15</strong>, over 195 countries who are members of the United Nations Framework Convention on Climate Change (UNFCCC) came together in Paris and agreed on an international treaty in what is to be known as the Paris Agreement or the Paris Climate Accords. The member states, including Thailand, agree to contribute to the greener future. The world is getting warmer. At the core of the Paris Agreement is the aim to limit the global average temperature to 2 °C above pre-industrial levels. The Agreement suggests this increase is the maximum our planet can take, but we should aim for even lower—at no more than 1.5 °C. Without this temperature cap, there will be terrible consequences: extreme weather, natural disasters, extinction of species and so on. The Mathematics and the Mindset World-renowned architectural firm Foster + Partners published a Sustainability Manifesto in 2019. On page 2, it references a temperature graph that charts the planet’s atmospheric temperature since 1850, when the world had been industrialised. By 2019, we already hit 1 °C above pre-industrial levels. And even if we strictly follow the construction standards already in place by many certification bodies, we will reach 3 °C above pre-industrial levels anyway. But the target of the Paris Agreement is that we must limit the increase to +1.5 °C. There is a dramatic gap of 1.5 °C. How can we even make this possible? Limiting the increase in the Earth’s temperature does not necessarily mean we should stop building and turn to the agrarian society of the pre-industrial era. But we need to find a different method to steer us beyond the current industrialised world. If it was the radical mindset of the time that brought us advancement of Industrialisation, we need an equally radical mindset to lower the dramatic 1.5 °C gap. With a radical design mindset, determination, and imagination, perhaps we can create a radically different future. So far, in what ways have we been radical? The Futuristic Past More than 20 years ago, an environmentally friendly housing development was completed in the suburb of London. Beddington Zero Energy Development (BedZED) is home to 100 houses, offices, and community facilities. To become a large-scale community with low carbon emissions, BedZED took many measures. There are biomass wood chip boiler and water recycling facility. All the gently sloping roofs are topped with solar photovoltaic arrays. And the most iconic of all, the colourful wind funnels that move about like a radar, circulating fresh and warm air. Despite all the mechanics and futuristic-looking wind cowls, the architecture appears humble. Brick and timber are the main materials. Modest-scale alleyways thread the village. There are gardens for picnics and parties and shared allotments where residents grow vegetables together. Residents are encouraged to walk or cycle via ample bicycle storage and car-pooling club. In other words, passive design, building services and policies which encourage the change in lifestyle, all contribute to its green objective.
