High-speed data service turn-up—done properly—is an exacting<br />

and time-consuming task. To address the many potential<br />

obstacles, leading providers are adopting automated workforce<br />

management solutions that interface directly with smart<br />

instruments capable of addressing all scenarios technicians may<br />

encounter.<br />

The JDSU HST-3000 Handheld <strong>Service</strong>s Tester, for example,<br />

provides automated testing capability that includes copper<br />

physical layer, xDSL, and IP service layer checks. This combination<br />

allows technicians to more easily distinguish between core and<br />

access network problems. In addition, the automation allows rapid<br />

problem isolation to the appropriate layer, (e.g., quickly identifying<br />
