4. Review critically the experience of public, private and PVO's<br />
in the training, employment, supervision of TBA's. The review<br />
should comment on political and social advisability of USAID<br />
support of these agencies in activities with the TBA.<br />
5. Present a set of recomendations to USAID which will guide<br />
decisions regarding resource allocation to activities which<br />
promote involvement of TBA's in the Guatemalan health system.<br />
These recommendations should b6 as specific and cperational as<br />
possible, ie. not "strengthen the training of traditional<br />
midwives" and rather, "increase the relative amo ts of<br />
practical training for midwives in sterile technique for<br />
cutting the u<strong>mb</strong>ilical cord, using locally available cutting<br />
instruments."<br />
The recommendations should clearly delineate the parameters of<br />
the risks involved and the necessary prior conditions to taking<br />
a decision to fund a particular activity related to the TEA.<br />
III. Level of Effort<br />
This assignment can be accomplished by qualified consultants (as*<br />
described below) in approximately 84 person-days, over 1-2 calendar<br />
months with 6-day workweeks authorized.<br />
IV. Qualifications<br />
The incu<strong>mb</strong>ents should have qualifications:<br />
A. Chief of Party: Medical degree or adiranced degree in<br />
'Iedical Anthropology, Sociology or Public Healtb (DrPH, PhD,<br />
asters), or related fields. He/she should have experience in the<br />
5tudy of implementation of rural outreach health programs, rural<br />
,ommnity organization, introduction of Innovations in traditional<br />
