In the 19th century in Armenian reality constitutionalparliamentary
activities’ first step may be considered the acceptance of
Western Armenians National constitution.
Without statehood the Armenian community of Constantinople with
the help of the National Assambly was able to accept laws, rules which
were of importance to Western Armenians in establishing relationship for
maintaining certain norms.
In 1863-1866 the National Assambly called 12 meetings. At each
meeting they discussed different kinds of questions, for example, the
patriarch’s election in Jerusalem, the congregation regulations there, the
question of Catholicoses in Ejmiatsin, Sis and Aghtamar.
Most of the questions remain unsolved, but their discussions got the
public’s attention.
