Local Power<br />
When improving the construction <strong>of</strong> the Autonomous State in Spain, countless administrative<br />
decentralisation problems arise that need to be addressed. Committed to furthering<br />
<strong>European</strong> integration, our <strong>Academy</strong> has decided to study these problems, from a Spanish<br />
perspective, within what has been called the «second decentralisation», <strong>and</strong> from the different<br />
administrative, institutional <strong>and</strong> political approaches to the concept <strong>of</strong> local power.<br />
In the «Local Power» project, an interdisciplinary study on the future <strong>of</strong> local power in<br />
Spain, qualified pr<strong>of</strong>essionals from different disciplines reflect on this. The study examines<br />
from different perspectives our democratic local governments’ general concern about<br />
the relationship between citizens <strong>and</strong> local governmental institutions, political representatives<br />
<strong>and</strong> civil servants. This relationship is mainly determined by the scope <strong>and</strong> depth <strong>of</strong><br />
the possibilities <strong>of</strong> direct citizen participation in the general political process in their closest<br />
environments.<br />
This Project entails four monographic studies on the future <strong>of</strong> Local Power: the City <strong>and</strong><br />
Local Power, Management <strong>and</strong> financial models <strong>of</strong> local public services, The role <strong>of</strong> direct<br />
democracy <strong>and</strong> federalism in local power <strong>and</strong> The political dialect <strong>of</strong> local power organisation<br />
from a legal perspective, which will be completed during the second quarter <strong>of</strong> <strong>2006</strong>.<br />
From then on, the <strong>Academy</strong> will focus in the <strong>2006</strong>-2007 period on the organisation <strong>of</strong> a<br />
series <strong>of</strong> debates to discuss <strong>and</strong> enrich the initial conclusions. With all <strong>of</strong> this, the<br />
<strong>Academy</strong> will subsequently publish a concept note for distribution to the representatives<br />
<strong>of</strong> local institutions <strong>and</strong> other interested individuals <strong>and</strong>/or institutions.<br />
