XXII. Working Conditions <strong>of</strong> Pre-K Employees<br />

(2) For <strong>of</strong>f-site Centers with more than one (1) CELC classroom, the<br />

process outlined in Article XVII, Section C will be implemented at the beginning<br />

<strong>of</strong> each school year to identify two (2) adults from the center who will remain<br />

after the work day to supervise children who are not picked up on time. These<br />

individuals will be compensated at their appropriate EC rate for all time worked<br />

beyond their regular workday.<br />

5. In the event that a building in which a school or center is located is closed<br />

because <strong>of</strong> an emergency situation which affects the school or center, the school<br />

or center shall also be closed or moved to an alternate facility.<br />

6. No employee shall be required to remain in a school or center after 6 p.m.<br />

Children who are not picked up by that time shall be escorted to the assigned<br />

babysitter. Time spent after 6 p.m. by the employee to escort children to the<br />

babysitter shall be considered overtime.<br />

B. Assignment and transfers<br />

1. Assignments and Transfers for Assistant Instructors, Assistant <strong>Teachers</strong>,<br />

Center Leaders, Demonstration <strong>Teachers</strong> Instructors, Lead <strong>Teachers</strong> and<br />

Teacher Assistants shall be made in accordance with the following provisions <strong>of</strong><br />

Article XVIII:<br />

(a) C(1) — Policy;<br />

(b) C(3) — Involuntary Transfer;<br />

(c) C(7(h)) — Replacement Buildings;<br />

(d) C(4) — Positions Dropped Because <strong>of</strong> Reduced Enrollment;<br />

(e) C(5) — Voluntary Transfers; and<br />

(f) C(6) — Administrative Transfers.<br />

2. Assignments and Transfers for all other employees shall be effected in<br />

accordance with Article XIX, Section B.<br />

3. At the time <strong>of</strong> the establishment <strong>of</strong> any eligibility list for initial appointments<br />

or promotional opportunities affecting the employees, the expiration<br />

date <strong>of</strong> such list shall be announced.<br />

4. All eligibility lists for appointments to regular and promotional positions<br />

shall be made available so that either the person who took the examination or<br />

the <strong>Federation</strong> representative or both may examine the eligibility list.<br />

5. Except as provided in paragraphs 6, 7 and 8 below, assignments and transfers<br />

shall be effected in accordance with Article XIX, Section B(3-6) and<br />

(8-14).<br />

6. All Centrally Based support staff may apply for transfers to vacancies<br />

within the same classification in other centers. Such transfers shall be awarded<br />

on the basis <strong>of</strong> system seniority to employees who have not had a voluntary<br />

transfer within the preceding two (2) years.<br />

7. When there are vacancies in the Social Work or Family Service Field Representative<br />

categories, and Special Needs Coordinators, all current employees<br />

in those categories shall be notified <strong>of</strong> all vacancies for transfer purposes. Transfers<br />

will be awarded in accordance with seniority provisions.<br />
