XVIII. Working Conditions <strong>of</strong> <strong>Teachers</strong><br />

12. In the case <strong>of</strong> kindergarten classes where a significant number <strong>of</strong> pupils<br />

are taking a second (2nd) year <strong>of</strong> kindergarten, the maximum <strong>of</strong> ten (10) sessions<br />

with no pupils in attendance shall be permitted for parent-teacher conferences<br />

during the first two (2) weeks <strong>of</strong> school. No more than five (5) morning<br />

sessions are to be used for this purpose.<br />

13. The preparation <strong>of</strong> a daily or weekly lesson plans outline by a teacher is<br />

required. The lesson plan outline shall include: the daily activities <strong>of</strong> the class<br />

including topic, instructional goals, instructional strategies, resources/ materials<br />

and supplies and references to textbooks and curriculum guides. Each teacher<br />

shall have available emergency lesson plans for use by substitutes. If a teacher’s<br />

performance appears to be, or is becoming unsatisfactory, he/she may be<br />

required to prepare more detailed lesson plans.<br />

14. The <strong>School</strong> <strong>District</strong> will give every consideration to achievement <strong>of</strong> the<br />

Parties’ goals <strong>of</strong> a maximum caseload for elementary counselors <strong>of</strong> four hundred<br />

(400), a maximum caseload for middle school counselors <strong>of</strong> one hundred<br />

and fifty (150) and a maximum caseload for high school counselors <strong>of</strong> two hundred<br />

(200). There shall be at least one (1) counselor in each school as soon as<br />

possible but no later than September 1, 2005.<br />

15. Money collected within the school in connection with the circulation <strong>of</strong><br />

library books shall be allocated to that school for its library needs, at the librarian’s<br />

discretion after consultation with the Principal.<br />

16. Counselors shall not be required to mete out discipline or maintain attendance<br />

records in the performance <strong>of</strong> their counseling duties except during<br />

whole class instruction and class coverage.<br />

E. Pupils, Programs and curriculum<br />

1. Grades given by a teacher shall not be changed without written notice to<br />

the teacher.<br />

2. The Superintendent shall determine the forms, requisitions and tests which<br />

he/she will require teachers periodically to complete or administer and shall<br />

furnish to each teacher at the beginning <strong>of</strong> each school year a schedule <strong>of</strong> the<br />

dates, hereinafter called “due dates”, upon which these are to be submitted or<br />

administered.<br />

3. In the event that the Superintendent and/or CEO makes changes to the<br />

schedule, ten (10) school days’ notice <strong>of</strong> the changes in such schedule and additions<br />

thereto will be provided prior to the due date.<br />

4. At the beginning <strong>of</strong> each school year, school nurses shall be provided with<br />

a schedule <strong>of</strong> all-recurring health and immunization projects to be implemented<br />

during the ensuing year.<br />

5. The <strong>School</strong> <strong>District</strong> and the <strong>Federation</strong> recognize that student learning<br />

cannot occur in an environment where student behavior is out <strong>of</strong> control; and<br />

they agree that the adjustment <strong>of</strong> behavioral problems is the joint responsibility<br />

<strong>of</strong> teachers, staff and administrators.<br />
