. The <strong>School</strong> <strong>District</strong> will pay out accumulated leave benefits at the<br />

end <strong>of</strong> each year to retired teachers; all leave will be prorated based on the<br />

amount <strong>of</strong> time the retired teacher works during the year.<br />

H. The retired teacher benefits set forth in this Section are limited to teachers<br />

that retired from the <strong>School</strong> <strong>District</strong> <strong>of</strong> <strong>Philadelphia</strong>. Retirement is defined as<br />

superannuation according to the rules <strong>of</strong> the Public <strong>School</strong> Retirement System<br />

(PSERS).<br />

I. Employment <strong>of</strong> retired teachers pursuant to this Section is subject to the<br />

continued emergency declaration as required by Act 63 <strong>of</strong> 2004.<br />

Payback for Prep Time<br />

This will confirm the <strong>School</strong> <strong>District</strong>’s procedure for repaying preparation time<br />

which could not be restored during the school year.<br />

In June <strong>of</strong> each school year each school is to submit the dates on which the<br />

employee is to be reimbursed for lost prep time on a form distributed by the<br />

<strong>School</strong> <strong>District</strong>. Each school will total the periods lost and then indicate the<br />

number <strong>of</strong> lost prep periods to be reimbursed by either the cash pay back option<br />

[at the extra-curricular rate] and/or the personal leave option [one (1) day for<br />

every 315 minutes owed].<br />

Not included in the above figures will be:<br />

The first four (4) prep periods for elementary teachers for whom an S-324 has<br />

been submitted.<br />

The first 180 minutes taken for coverage for secondary teachers. There is no<br />

pay back at the secondary level until the taking away is more than 180<br />

minutes.<br />

Every effort must be made to repay teachers for their lost prep time through<br />

the use <strong>of</strong> substitute service, if possible.<br />

Leaving Building During Preparation Time<br />

The <strong>School</strong> <strong>District</strong> will reissue the March 24, 1976 memo published by Charles<br />

A. Highsmith (the “Highsmith Memo”) as follows:<br />

It has been agreed that when teachers have prep time, they may leave the<br />

building. To insure that this is done in an appropriate and orderly fashion, the<br />

following procedures must be followed:<br />

When teachers leave the building during prep time, it is their responsibility to<br />

return in time to meet their next scheduled class. Prep time may not extend the<br />

lunch period when it occurs after lunch unless permission is granted by the<br />

Principal. Prep time may not be used to permit teachers to arrive in school later<br />

than the set arrival time nor to leave school earlier than the set dismissal time.<br />

In all schools, the following procedures must be followed:<br />

a. The Principal, or his/her designee, shall grant such permission unless<br />

permission cannot be granted because:<br />

(1) There is a need for emergency coverage.<br />

(2) The teacher has a previously scheduled conference with a parent,<br />

another teacher, the counselor, the Principal, etc.<br />

b. A “sign-out and sign-in” book will be placed beside the school sign-in<br />

register.<br />
