X. Pr<strong>of</strong>essional Development<br />

(b) At the Regional and <strong>School</strong> <strong>District</strong> levels, the <strong>Federation</strong> and the <strong>School</strong><br />

<strong>District</strong> shall cooperate to design pr<strong>of</strong>essional development programs.<br />

(c) Annually, the <strong>School</strong> <strong>District</strong> shall conduct a needs assessment for the<br />

purpose <strong>of</strong> planning pr<strong>of</strong>essional development activities for the following school<br />

year. The <strong>School</strong> <strong>District</strong> will establish the schedule and content for the pr<strong>of</strong>essional<br />

development activities for the <strong>School</strong> <strong>District</strong> that support the needs and<br />

activities <strong>of</strong> the <strong>School</strong> <strong>District</strong>. In designing the schedule and content, an organizational<br />

day shall be included in the beginning <strong>of</strong> the school year and a planning<br />

day at the end <strong>of</strong> the school year. The <strong>Federation</strong> shall be informed <strong>of</strong> the content<br />

and schedule for pr<strong>of</strong>essional development in a timely manner.<br />

3. Programs for New <strong>Teachers</strong><br />

(a) Induction and Coaching <strong>of</strong> New <strong>Teachers</strong><br />

(1) The <strong>School</strong> <strong>District</strong> and the <strong>Federation</strong> shall collaborate to establish<br />

an Induction Plan that meets the requirements <strong>of</strong> the Pennsylvania Depart ment<br />

<strong>of</strong> Education’s Induction Guidelines.<br />

(2) The following shall apply during the school years 2010-2011 and<br />

2011-2012 provided neither party elects to discontinue the Peer Assistance and<br />

Review Program (PAR). In the event either party elects to discontinue PAR, the<br />

language in Article X section C(3)(a) shall revert to the language contained in<br />

the 2004-2008 Agreement. During the first year <strong>of</strong> a new teacher’s career, the<br />

induction program in each school shall require a mentor to give on-going school<br />

based support to all new teachers. The mentor shall be responsible for providing<br />

support and guidance to new teachers including new long-term substitutes. This<br />

mentoring program shall not apply to schools participating in the PAR Program<br />

or schools where a new teacher coach is assigned.<br />

(i) Mentoring shall <strong>of</strong>fer on-the-job support that allows new teachers<br />

and new long-term substitutes to gain a practical working knowledge <strong>of</strong> the<br />

teaching pr<strong>of</strong>ession and should include structured peer classroom visits and<br />

coaching in classroom management and/or student behavior management.<br />

(ii) The school based mentor shall be responsible for providing the<br />

newly hired teacher coaching during the school day for a minimum <strong>of</strong> one (1)<br />

period per week with one (1) additional hour per month outside <strong>of</strong> the school<br />

day. The school based mentor shall have a maximum case load <strong>of</strong> two (2) newly<br />

hired teachers.<br />

(iii) The <strong>Federation</strong>-<strong>District</strong> Committee will assess the need for mentors<br />

at each school on an annual basis, prior to the start <strong>of</strong> the new school year.<br />

The <strong>Federation</strong>-<strong>District</strong> Committee shall oversee the administration <strong>of</strong> induction<br />

programs in schools and Regions to assure compliance with the <strong>School</strong> <strong>District</strong><br />

Induction Plan and to assess the adequacy <strong>of</strong> implementation and/or the need<br />

for centralized supports.<br />

(iv) Mentors shall be selected in accordance with criteria jointly<br />

formulated by the school Principal and Building Committee, provided however,<br />

that in the event <strong>of</strong> an inability to agree upon the criteria, the Principal’s determination<br />

shall be final provided it is neither arbitrary nor capricious. The positions<br />

shall be advertised and selected no later than June 15th.<br />

(v) While the success <strong>of</strong> a mentoring program depends greatly on<br />

selecting good mentors, the need for high quality and on-going mentor training<br />
