B. Joint <strong>Federation</strong>-<strong>District</strong> committee<br />

IV. Communication, Consultation and Cooperation<br />

1. A joint <strong>Federation</strong>-<strong>District</strong> Committee shall be established composed <strong>of</strong><br />

the Superintendent and/or CEO and the President <strong>of</strong> the <strong>Federation</strong> or their<br />

designees and up to three (3) additional members named by the <strong>Federation</strong><br />

and three (3) additional members named by the <strong>School</strong> <strong>District</strong>. By agreement<br />

<strong>of</strong> the representatives, the Committee may invite the advice <strong>of</strong> experts from<br />

within or outside the <strong>School</strong> <strong>District</strong> as needed to provide data regarding matters<br />

under consideration by the <strong>Federation</strong>-<strong>District</strong> Committee. By agreement<br />

<strong>of</strong> the representatives, the Joint Committee may constitute additional subcommittees,<br />

composed <strong>of</strong> equal numbers <strong>of</strong> <strong>Federation</strong>/<strong>District</strong> representatives,<br />

to deal with issues deemed vital to the success <strong>of</strong> the educational program.<br />

2. The <strong>Federation</strong>-<strong>District</strong> Committee shall meet regularly, normally on a<br />

monthly basis, to discuss matters <strong>of</strong> education policy and development, matters<br />

and problems affecting employees generally, including paperwork, as well as<br />

matters relating to the implementation <strong>of</strong> this Agreement.<br />

3. Representatives <strong>of</strong> the <strong>Federation</strong>’s Nurse Committee shall meet monthly<br />

with the <strong>School</strong> <strong>District</strong>’s representatives to discuss matters <strong>of</strong> concern to certified<br />

school nurses and school nurse practitioners.<br />

C. region Based committees<br />

1. Within each Region the Regional Superintendent shall meet regularly<br />

with <strong>Federation</strong> representatives, normally on a monthly basis, to discuss matters<br />

<strong>of</strong> <strong>School</strong> <strong>District</strong> policy and operations, instructional programs, and questions<br />

relating to the implementation <strong>of</strong> this Agreement.<br />

2. Ten (10) minutes <strong>of</strong> each Regional nurses’ meeting shall be granted to the<br />

<strong>Federation</strong> or the elected staff representative for reports and announcements.<br />

3. Whenever it will not interfere with the working time <strong>of</strong> members <strong>of</strong> the<br />

Region Committee, meetings with the appropriate administrator shall be held<br />

on program time. In the event that an employee is a member <strong>of</strong> the Region<br />

Committee, such employee shall be released to attend Region Committee<br />

meetings. The administrator shall provide such coverage as he/she shall deem<br />

appropriate for the assignments <strong>of</strong> such member <strong>of</strong> the Region Committee.<br />

4. Pre-K<br />

(a) The <strong>School</strong> <strong>District</strong> shall permit a designated regular staff member <strong>of</strong> the<br />

<strong>Federation</strong> or <strong>of</strong>f-duty employee representative <strong>of</strong> the <strong>Federation</strong> to visit the<br />

centers to investigate working conditions, employee complaints or problems, or<br />

for any other purposes relating to the terms and conditions <strong>of</strong> this Agreement.<br />

Where one (1) representative visits the center for such purposes, no advance<br />

notice need be given; however, the representative shall notify the administrator,<br />

if one is present, immediately upon arrival in the building; if there is no administrator<br />

at the center, he/she shall notify the Office <strong>of</strong> Early Childhood. In cases<br />

where two (2) representatives visit a center for any <strong>of</strong> the aforementioned purposes,<br />

the appropriate administrator shall be notified at least one (1) work day<br />

in advance <strong>of</strong> the visit. Such advance notification may be waived with the express<br />

consent <strong>of</strong> the administrator. In the event <strong>of</strong> emergency circumstances or a prear-<br />
