III. Union Rights and Responsibilities<br />

3. In schools where there is no <strong>Federation</strong> representative, an employee or<br />

regular staff member <strong>of</strong> the <strong>Federation</strong> who visits the school will inform the<br />

principal or his/her designee <strong>of</strong> his/her presence, the purpose <strong>of</strong> his/her visit,<br />

and will present a letter <strong>of</strong> identification signed by the President <strong>of</strong> the <strong>Federation</strong>.<br />

When so identified, he/she will be accorded the right <strong>of</strong> the authorized<br />

representative.<br />

D. Meetings, Announcements and Publications<br />

1. <strong>Federation</strong> Building Representatives shall be given time well before the<br />

end <strong>of</strong> every staff meeting for brief reports and announcements.<br />

2. Building Representatives shall have the right to insert notices in the daily<br />

bulletin or dailygram that is circulated in each <strong>School</strong>.<br />

3. Authorized representatives <strong>of</strong> the <strong>Federation</strong>, upon twenty-four (24) hours<br />

notice to the administrator <strong>of</strong> the school, may schedule meetings in the building<br />

before or after the regular workday or during lunch time <strong>of</strong> the employees<br />

involved. Such meetings will not interfere with the education/activities <strong>of</strong> the<br />

school.<br />

4. The <strong>Federation</strong> shall be provided adequate bulletin board space in a place<br />

readily accessible to all employees in each school for the posting <strong>of</strong> notices and<br />

other materials relating to <strong>Federation</strong> activities. The bulletin board space allocated<br />

shall be identified with the name <strong>of</strong> the <strong>Federation</strong> and the authorized<br />

representative <strong>of</strong> the <strong>Federation</strong> or his/her designee shall have the responsibility<br />

for posting materials on the bulletin board. Materials so posted shall bear<br />

the name <strong>of</strong> said representative or <strong>of</strong> the <strong>Federation</strong>.<br />

5. The <strong>Federation</strong> shall be provided reasonable space on existing bulletin<br />

boards in departmental and divisional <strong>of</strong>fices in schools and other buildings.<br />

Material will be posted on this space under the same conditions applicable to<br />

school bulletin boards.<br />

6. The <strong>Federation</strong> shall have the right to place material in the mailboxes <strong>of</strong><br />

employees. Placement will be made by the authorized representative <strong>of</strong> the<br />

<strong>Federation</strong> or his/her designee. Material placed in mailboxes shall bear the<br />

name <strong>of</strong> said representative or <strong>of</strong> the <strong>Federation</strong>. Any materials shall be subject<br />

to the same reasonable and uniform regulations as apply to all other material.<br />

7. Coverage shall be provided during time when a <strong>Federation</strong> representative<br />

is absent because he/she has been selected to attend a meeting scheduled by the<br />

Administration.<br />

Article iV<br />

Communication, Consultation and Cooperation<br />

A. General terms<br />

Because the parties recognize the importance <strong>of</strong> communication between the<br />

<strong>Federation</strong> and the <strong>School</strong> <strong>District</strong> to accomplish these purposes, they agree to<br />

establish the following committees and mechanisms for consultation and<br />

communication.<br />
