1. TECHNICAL SPECIFICATIONS<br />
1.1 GENERAL<br />
This section is intended to address the design, construction <strong>and</strong> technical aspects of the facility. The<br />
key questions are:<br />

• Is the proposed design suitable for the types <strong>and</strong> level of usage projected?<br />
• Does the design comply with statutory building regulations <strong>and</strong> meet industry guidelines for<br />
these types of facility?<br />
• Are the projected capital costs reasonable for this type of facility?<br />
• Are the lifecycle maintenance amounts suffi cient to sustain the building in good condition<br />
for 25+ years?<br />
• Does the facility demonstrate accessibility to all sections of the community?<br />
• Have environmental sustainability considerations been accounted for?<br />
NATIONAL BUILDING REGULATIONS<br />
When designing <strong>and</strong> constructing the various sports facilities it is important that all facilities conform to<br />
the SOUTH AFRICAN STANDARD Code of Practice for the application of the National Building Regulations<br />
(SABS 0400 – 1990) <strong>and</strong> applicable revisions as published by THE COUNCIL OF THE SOUTH AFRICAN<br />
BUREAU OF STANDARDS (Gr22).<br />
MUNICIPAL BY-LAWS<br />
In addition to the above all sporting facilities have to comply with Municipal By-Laws.<br />
Zoning: In terms of the Municipal By-Laws <strong>and</strong> Town Planning ordinances the l<strong>and</strong> use is generally<br />
termed “<strong>Sport</strong>s <strong>and</strong> <strong>Recreation</strong>” <strong>and</strong> in some instances where the sports facilities form part of a larger<br />
complex they may be termed “Special or in terms with the Site Development Plan”.<br />

In cases where the equipment, particularly imported equipment, does not have a SABS rating, the<br />
applicable ISO 9000 ratings will apply.<br />
1.2 ENVIROMENTAL IMPACT ASSESSMENTS AND PROVISION OF BULK SERVICES<br />
In the planning of all <strong>new</strong> sport <strong>and</strong> recreational facilities a detailed environmental impact assessment<br />
needs to be carried out by an Environmental Consultant in conjunction with the Professional Team.<br />
