4.8 COMPENSATORY PROVISION AND CONTINUITY OF USE<br />

To ensure the satisfactory quantity, quality <strong>and</strong> accessibility of compensatory provision which secures<br />

a continuity of use, the following st<strong>and</strong>ard conditions shall apply when <strong>new</strong> developments that affect<br />

existing facilities are planned:<br />

• The development permitted shall not commence until a scheme has been submitted to<br />

<strong>and</strong> approved by the Local Authority, after consultation with SRSA, for the provision of<br />

facilities that are at least as accessible <strong>and</strong> at least equivalent in terms of size, usefulness,<br />

attractiveness <strong>and</strong> quality as the existing facilities, <strong>and</strong> shall include a timetable for the<br />

provision of the <strong>new</strong> facilities. The <strong>new</strong> facilities will be provided in accordance with the<br />

approved scheme.<br />

• The <strong>new</strong> sports facilities/open space/playing fi elds shall be provided in accordance with<br />

the details set out in the planning application, <strong>and</strong> made available for use prior to the<br />

implementation of the development hereby permitted.<br />

• Prior to the commencement of development details for the phasing of development,<br />

including the provision of the sports facility, shall be submitted to <strong>and</strong> approved in writing<br />

by the Local Authority after consultation with SRSA. The development shall be carried out in<br />

accordance with the approved details.<br />

4.9 BUILT DESIGN AND LAYOUT<br />

To ensure the development is fi t for purpose, subject to high quality design st<strong>and</strong>ards <strong>and</strong> sustainable<br />

<strong>and</strong> in accordance with SRSA facility st<strong>and</strong>ards, the following shall apply:<br />

• The (named sports facility) hereby permitted shall be constructed in accordance with the<br />

design <strong>and</strong> layout details set out in the planning application.<br />

• Prior to commencement of the development/use, details of the design <strong>and</strong> layout of the<br />

named sports facility, which shall comply with SRSA policy regarding access for people<br />

with disabilities, shall be submitted to <strong>and</strong> approved in writing by the Local Authority in<br />

consultation with SRSA. The facility shall be constructed in accordance with the approved<br />

design <strong>and</strong> layout details.<br />

4.10 PLAYING FIELD PROVISION<br />

<strong>Sport</strong> Halls<br />

To ensure that site surveys are undertaken for <strong>new</strong> or replacement playing fi elds <strong>and</strong> that any ground<br />

condition constraints can be <strong>and</strong> are mitigated to ensure provision of an adequate quality playing<br />

fi eld <strong>and</strong> in accordance with SRSA policy, the following shall apply prior to commencement of the<br />

development/use hereby permitted:<br />
