5. RECOMMENDATIONS AND CONCLUSION<br />

Multi-purpose<br />

<strong>Sport</strong> Halls<br />

<strong>Norms</strong> <strong>and</strong> st<strong>and</strong>ards should be used as guidelines. They would be reviewed <strong>and</strong> updated periodically.<br />

Quantifi able st<strong>and</strong>ards should be mainly regarded as planning guidelines <strong>and</strong> not as ‘rigid’ measures<br />

for the compilation of blueprints or master plans. Specifi c recommendations to be considered by various<br />

stakeholders:<br />

1) Each Municipality should develop an up to date facilities strategy either as a st<strong>and</strong>-alone<br />

document or as part of a wider open space strategy. This would ensure that an assessment<br />

of need is carried out <strong>and</strong> that a strategy is put into place to improve accessibility <strong>and</strong><br />

quality of facilities.<br />

2) Each Municipality should ensure that its goals for sport <strong>and</strong> recreation facilities are aligned<br />

with provincial <strong>and</strong> national Government goals, programmes <strong>and</strong> ideals.<br />

3) Where formal sport facilities are seen as under-utilised, they should be re-assessed for<br />

informal community based sport or recreational open space prior to being released for<br />

another l<strong>and</strong> use.<br />

4) Each Municipality should undertake a thorough quantifi able analysis of the provision of<br />

sport <strong>and</strong> recreation facilities <strong>and</strong> case studies to establish examples of best practice.<br />

5) Each Municipality should embark on a thorough quantifi able analysis of participation<br />

patterns for each type of sport <strong>and</strong> recreation activity at specifi c facilities. This would assist<br />

the town planners <strong>and</strong> sport <strong>and</strong> recreation departments to strategically plan for facilities on<br />

a needs basis scientifi cally. It would thereafter also assist regional, provincial <strong>and</strong> national<br />

planners to compile a national profi le in terms of participation patterns to determine future<br />

needs for facilities.<br />

6) In areas with a shortage of facilities, community use of school facilities should be<br />

considered as an alternative to providing separately for those in school <strong>and</strong> those out of<br />

school. Appropriate management systems involving both community members <strong>and</strong> the<br />

school management should be set up to take care of the challenges that arise from shared<br />

use.<br />
