Foreword by the Minister of <strong>Sport</strong> <strong>and</strong> <strong>Recreation</strong><br />

South Africa as a developing country with rapidly growing socio-economic dem<strong>and</strong>s <strong>and</strong> as a respectable<br />

player in global affairs including sport <strong>and</strong> recreation is facing numerous challenges, which include<br />

amongst other things the creation of sustainable sport <strong>and</strong> recreation infrastructure.<br />

Remarkable disparities between the previously advantaged areas <strong>and</strong> disadvantaged areas of our<br />

population in the provision of sport <strong>and</strong> recreation facilities exist. Although the extent of the disparity<br />

is not well documented, information from the municipalities has revealed that a signifi cant number of<br />

communities do not have any access to even a basic sport <strong>and</strong> recreation facility. In some areas where<br />

facilities exist, they are not properly located for easy access, not properly constructed, not well operated<br />

<strong>and</strong> maintained <strong>and</strong> some not effectively utilized.<br />

Notwithst<strong>and</strong>ing the expressed need to focus more on disadvantaged areas, there is also an increasing<br />

crisis particularly in rapidly growing urban areas. Urban areas are fast becoming concrete settlements<br />

without any sport <strong>and</strong> recreation amenities as no provision is made by the local authorities or<br />

developers.<br />

It is in the light of the above that <strong>Sport</strong> <strong>and</strong> <strong>Recreation</strong> South Africa has developed the norms <strong>and</strong> st<strong>and</strong>ards<br />

to set minimum st<strong>and</strong>ards for the provision <strong>and</strong> management sport <strong>and</strong> recreation infrastructure. This<br />

is in keeping with section 13A of the National <strong>Sport</strong> <strong>and</strong> <strong>Recreation</strong> Act 18 of 2007, as amended.
