4. FACILITY STANDARDS<br />
In this section, after taking into consideration all the foregoing principles <strong>and</strong> guidelines, only the main<br />
recommendations with respect to norms <strong>and</strong> st<strong>and</strong>ards have been included. The appendix contains<br />
further detailed information <strong>and</strong> specifi cations relating to the facilities <strong>and</strong> open spaces.<br />
4.1 SPACE BUDGETING FOR SPORT FACILITIES<br />
Green <strong>and</strong> Argue (2007) have developed a recommendation of an allocation of 0,56 ha/1000 persons<br />
provision as a strategic level space budget for sport <strong>and</strong> recreation at the sub-district or community<br />
level. Local planners together with department of sport <strong>and</strong> recreation offi cials will have to develop<br />
detailed local plans for all sport facilities based on local needs <strong>and</strong> interests, <strong>and</strong> take this space budget<br />
into account. In addition, it is recommended that a further 0,3 - 0,4 ha/1000 persons st<strong>and</strong>ard be used<br />
as an overall allocation for the development of the larger multi-purpose or single purpose facilities at<br />
district, metropolitan <strong>and</strong> regional levels. However, it must be borne in mind that the feasibility of using<br />
this st<strong>and</strong>ard has not been tested as yet.<br />
4.2 COMMUNITY HALLS<br />
The only st<strong>and</strong>ard for Community Halls that the researchers came across was in Polokwane Municipality,<br />
where the intention is to provide one community hall per 15000 people within a 10 km radius. They thus<br />
utilise a combined st<strong>and</strong>ard of population density as well as distance of dwellings. These halls are used<br />
as recreation centres that cater for both sport <strong>and</strong> recreation activities.<br />
4.3 SPORTS FACILITIES<br />
Combi-playing fi elds: this type of playing fi eld is put to combined use for football, rugby, cricket,<br />
softball etc. at ward level <strong>and</strong> may be grassed, depending on the availability of water. The Polokwane<br />
Municipality uses the st<strong>and</strong>ard of 1 playfi eld per 2500 residents, within a radius of 3km.<br />
Combi-all weather court: The Polokwane Municipality uses the st<strong>and</strong>ard of 1 combi-all weather court<br />
per 2300 residents, within a radius of 3km as an upper threshold <strong>and</strong> 1 combi-all weather court for<br />
basketball <strong>and</strong> volleyball per 6500 residents within a radius of 3km as a lower threshold.<br />
4.4 CLUSTERING OF FACILITIES<br />

<strong>Sport</strong> Halls<br />
The authors <strong>and</strong> Green <strong>and</strong> Argue (2007) recommend that every effort should be made to cluster sport,<br />
recreation <strong>and</strong> parks in future large metropolitan, district <strong>and</strong> smaller community developments. The<br />
detailed design of each individual entity must be in terms of the CSIR Red Book (2000) <strong>and</strong>/or provincial<br />
guidelines. It is important that l<strong>and</strong> allocation for development of these multi-purpose facilities should<br />
be taken from both Public Open Space <strong>and</strong> the sport <strong>and</strong> recreation l<strong>and</strong> allocation based on the actual<br />
space for each facility to be provided.<br />
The Polokwane Municipality applies this concept. They regard a stadium as a cluster of facilities that<br />
include the following: grassed playing fi eld that caters for football, rugby, cricket, softball, athletics,<br />
