• A detailed assessment of ground conditions of the l<strong>and</strong> proposed for the sports facility<br />

shall be undertaken (including drainage <strong>and</strong> topography) to identify constraints which could<br />

affect playing fi led quality.<br />

• Based on the results of this assessment to be carried out in respect of the condition above,<br />

a detailed scheme to ensure that the playing fi elds will be provided to an acceptable quality<br />

shall be submitted to <strong>and</strong> approved in writing by the Local Authority after consultation with<br />

SRSA.<br />

To ensure the quality of playing fi elds/ pitches is satisfactory <strong>and</strong> in accordance with SRSA Policy, the<br />

following shall apply:<br />

• The playing fi elds/ pitches shall be constructed <strong>and</strong> laid out in accordance with Local<br />

Authority planning department st<strong>and</strong>ards <strong>and</strong> methods.<br />

• Before development commences, a scheme for the improvement of playing fi eld drainage<br />

including an improvement <strong>and</strong> maintenance implementation programme shall be submitted<br />

to <strong>and</strong> approved in writing by the Local Authority Planning Department.<br />

• It is highly recommended that the drainage assessment <strong>and</strong> improvement/ management<br />

scheme is undertaken by a turf grass specialist/ consultant.<br />

4.11 MANAGEMENT MATTERS<br />

Multi-purpose<br />

<strong>Sport</strong> Halls<br />

To ensure the safe <strong>and</strong> effi cient use of the development <strong>and</strong> to ensure the fence does not have an<br />

unacceptable visual impact, the following shall apply:<br />

• Prior to commencement of development, details of protective fencing to be erected around<br />

playing fi elds/ the facility, including location, height, type <strong>and</strong> materials shall be submitted to<br />

<strong>and</strong> approved in writing by the Local Authority. The fencing shall be erected according to the<br />

approved details before the development is used <strong>and</strong> thereafter retained <strong>and</strong> maintained.<br />

Where facilities require fl oodlighting, to minimise light pollution in the interests of the amenity <strong>and</strong><br />

to maximise the opportunity for community use <strong>and</strong>/ or secure the viability of the development, the<br />

following shall apply:<br />

• Prior to commencement of the development, a plan setting out the type, design, lux levels<br />

<strong>and</strong> measures to control glare <strong>and</strong> overspill light from fl ood lights <strong>and</strong> measures to ensure<br />

lights are switched off when not in use shall be submitted to <strong>and</strong> approved in writing by the<br />

Local Authority after consultation with SRSA. The plan shall be in accordance with SRSA/<br />

National or International governing body technical design guidance notes. Thereafter, the<br />

fl oodlighting shall be operated in accordance with the approved plan <strong>and</strong> maintained in<br />

accordance with manufacturer’s instructions.<br />

• The fl oodlighting shall not be operated on the playing fi elds/ courts after 22h00 hours on<br />

weekdays <strong>and</strong> 24h00 hours on week-ends <strong>and</strong> public holidays.
