of the schemes was evaluated against agreed criteria <strong>and</strong> recommendations were made as to the<br />

appropriateness of each of the schemes in terms of meeting the needs of the access indicator. These<br />

could effectively be applied in South Africa as well.<br />

The following ten criteria were agreed for evaluating the st<strong>and</strong>ards <strong>and</strong> tools:<br />

• Will ensure the sports user of the facility has a quality (positive, safe <strong>and</strong> enjoyable)<br />

experience;<br />

• Is specifi cally applicable to an individual facility;<br />

• Is appropriate to the whole of that individual facility;<br />

• Is externally <strong>and</strong> independently assessed/accredited;<br />

• Is applicable to one or more of the six facility types used in the indicator;<br />

• Is applicable country wide;<br />

• Is readily available to the market;<br />

• Is easy for the Department of <strong>Sport</strong> <strong>and</strong> <strong>Recreation</strong> to collect data on, preferably from a<br />

single source;<br />

• Supports continuous improvement by requiring regular re<strong>new</strong>al;<br />

• Is not a one off or annual award won through competition with other facilities.<br />

4.6 PUBLIC OPEN SPACES<br />

The best examples of current st<strong>and</strong>ards for public open spaces were developed by Green <strong>and</strong> Argue for<br />

the City of Cape Town (2007). It is important to fi rst clarify what is meant by open space <strong>and</strong> what are<br />

the potential uses they can be put to. For our purposes public open space is provided for the benefi t<br />

<strong>and</strong> use of residents <strong>and</strong> those people from surrounding areas <strong>and</strong> for which there is no charge levied.<br />

The provision of private open space within housing developments is excluded from this defi nition. It<br />

is essential that such facilities are available for use throughout the year. Such spaces as cemeteries,<br />

servitudes, river corridors, mountains, road reserves <strong>and</strong> formal sport facilities are excluded from this<br />

defi nition.<br />

Public open space includes three levels of open space provision, namely:<br />

• Neighbourhood or small community parks (including pocket parks <strong>and</strong> urban squares)<br />

• Larger community parks<br />

• Metropolitan or sub-regional parks<br />
