Multi-purpose<br />
<strong>Sport</strong> Halls<br />
To protect the playing fi elds/ all weather pitches from loss <strong>and</strong>/ or damage, to maintain the quality of<br />
<strong>and</strong> secure the safe use of sports fi elds/ pitches, <strong>and</strong> to comply with SRSA policy, the following shall<br />
apply:<br />
• The playing fi elds/ all weather pitches shall be used for outdoor sport <strong>and</strong> recreational<br />
activities <strong>and</strong> for no other purpose.<br />
To secure well managed safe community access to the sport facility, to ensure suffi cient benefi t<br />
to the development of sport <strong>and</strong> to comply with SRSA policy, the following shall apply:<br />
• Prior to the commencement/ use of the development, a Community Use Plan shall be<br />
submitted to <strong>and</strong> approved in writing by the Local Authority. The plan should include details<br />
of pricing policy, hours of use, access by non-school users/ non- members, management<br />
responsibilities, <strong>and</strong> include a mechanism for review. The approved plan shall be<br />
implemented upon commencement of use of the development.<br />
To secure suffi cient benefi ts to the development of sport <strong>and</strong> to comply with SRSA policy, the<br />
following shall apply:<br />
• Prior to commencement of the development/ use, a <strong>Sport</strong> Development Programme shall be<br />
submitted to <strong>and</strong> approved in writing by the Local Authority. The programme shall be carried<br />
out <strong>and</strong> implemented in full according to the approved details.<br />
To prevent the location of trees/shrubs on/adjacent to playing fi elds reducing the available<br />
space for playing pitches <strong>and</strong>/ or affecting the quality of the surface, use of the pitches <strong>and</strong><br />
ease of maintenance, the following shall apply:<br />
• The l<strong>and</strong>scaping scheme shall be prepared taking into account the need to minimise any<br />
adverse effect on the quantity or quality of the playing fi eld by the location of proposed<br />
trees/ shrubs.<br />
To ensure that <strong>new</strong> facilities are capable of being managed <strong>and</strong> maintained to deliver a facility<br />
which is fi t for purpose, sustainable <strong>and</strong> of suffi cient benefi t to the development of sport in<br />
accordance with SRSA policy, the following shall apply:<br />
• Prior to commencement of use of the facility, a Management <strong>and</strong> Maintenance Plan for<br />
a period of at least 3 years, including measures to ensure the replacement of all artifi cial<br />
surfaces within the next 10 years <strong>and</strong> management responsibilities, a maintenance schedule<br />
<strong>and</strong> a mechanism for review shall be submitted to <strong>and</strong> approved in writing by the Local<br />
Authority after consultation with SRSA. The measures set out in the plan shall be complied<br />
with in full, with effect from commencement of the use of the development.<br />
To ensure that <strong>new</strong> facilities are accessible to people with disabilities, pedestrians, <strong>and</strong> cyclists, the<br />
following shall apply:<br />
• Before the permitted development commences, a plan indicating the provision to be made<br />
