Section 7. Sale or Transfer<br />

The <strong>County</strong> agrees in the event of a sale or transfer of a facility the <strong>County</strong> shall give the<br />
Union as much notice as possible of any intended sale or transfer.<br />
Section 8. Patient Care Committee<br />
The <strong>County</strong> and the Union agree that quality patient care and an appropriate working<br />
environment require adequate and safe staffing and that staffing levels within all<br />
departments vary with census acuity, shifts, the specialization of various areas, changes in<br />
the specialization of the units, structural changes in delivery of patient services and<br />
qualitative changes in average acuity. Within 90 days of the Board of Supervisor’s<br />
approval of this MOU, the parties will establish a task force to consult on the development<br />
of a Patient Care Committee(s) within DHS and DPH. The task force will work<br />
collaboratively to develop the role of the Patient Care Committee(s) as it relates to issues<br />
including but not limited to best practices regarding quality patient care and dispute<br />
resolution. The task force will consist of a maximum of 8 members representing SEIU<br />
Local 721 and a maximum of 8 members from the county, including a representative from<br />
the <strong>Chief</strong> <strong>Executive</strong> <strong>Office</strong>/Employee Relations Division.<br />
Section 9. DHS Competency Testing<br />
The parties agree that competency testing serves the best interests of promoting a<br />
workforce that is best equipped to provide quality patient care.
