Section 1. Definitions - DPSS and CSS<br />

For the purposes of this article a transfer is a change in office location other than to a sub-<br />
office. A sub office is defined as a work location within seven miles from the parent office.<br />
Section 2. Transfer - DPSS<br />
An employee who desires a transfer from one office to another shall submit a written<br />
request in triplicate to the <strong>Office</strong> Head indicating the office to which the transfer is desired.<br />
The employee's current <strong>Office</strong> Head shall approve or deny the transfer request in writing<br />
within ten (10) business days from receipt of such request. If approved, the <strong>Office</strong> Head<br />
shall indicate such approval, sign, and return the request to the employee. If denied, the<br />
<strong>Office</strong> Head shall give the employee the reason. Whether approved or denied, copies of<br />
the transfer request shall be sent to the <strong>Office</strong> Head where the transfer is desired and to<br />
the Division <strong>Chief</strong> who will acknowledge receipt in writing upon request.<br />
All transfer requests shall be considered for one year from the date of filing.<br />
As openings occur, regional management shall review transfer requests on file on a<br />
monthly basis and shall consider filling vacancies by effecting transfers before filling<br />
vacancies by hiring or promotion from eligible lists. Management shall use the following<br />
criteria in considering filling vacancies:<br />
-- Seniority defined as Continuous <strong>County</strong> Service<br />
-- Travel distance
