ARTICLE 42 DEPARTMENT OF MENTAL HEALTH TRANSFORMATION<br />

The Department of Mental Health and Local 721 are committed to a collaborative joint<br />

labor-management approach to provide ways of improving services provided by the<br />

department. Examples include improved quality of care, greater consumer satisfaction,<br />

improved recruitment and retention of employees, improved efficiency and increased<br />

revenue as well as a safe and healthful working environment for departmental<br />

employees.<br />

To achieve these goals the parties agree to the following:<br />

Mental Health Transformation Committee<br />

Local 721 and the Department of Mental Health will continue a labor-management<br />

Mental Health Transformation Committee to review the departmental transformation<br />

and make recommendations to the Department of Mental Health (DMH) management.<br />

The committee’s mission is to review the impact on employees resulting from the<br />

department’s transformation plan, and to develop recommendations to management<br />

regarding employee impact. In order to make meetings effective DMH management<br />

will notify Local 721 of any proposed changes to DMH services regarding<br />

transformation before its implementation.<br />

The committee will have fifteen (15) Local 721 employee representatives.<br />

Management team will include CEO representation. By mutual agreement, guests<br />
