B. Labor, DHS and DPH Management recognize that staffing and workload issues are<br />
integral to continuing departmental quality and restructuring, meeting regulatory<br />
mandates, providing quality patient care and assuring compliance with regulatory<br />
requirements.<br />
Labor, DHS and DPH Management agree that the Labor-Management Quality and<br />
Restructuring Committee will establish the structure and direction for a joint staffing<br />
committee responsible for the development and implementation of staffing plans<br />
within the Departments, and provide recommendations for action. This joint process<br />
will continue within 30 business days of Board of Supervisor’s approval of this MOU.<br />
C. This Section is intended to provide a general structure and process within which the<br />
Union and Department of Health Services and/or the Department of Public Health<br />
Management can jointly develop creative solutions to the challenges of adequate<br />
staffing and patient classification systems and ratios in order to provide quality<br />
patient care.<br />
It is not the intent of this language to preclude Management’s right to exercise<br />
control and discretion over its organization and operations during the term of this<br />
agreement.<br />
It is not intended to pre-empt the right of the parties to negotiate specific staffing<br />
provisions relevant to individual classes of bargaining units.
