ARTICLE 29 ENHANCED VOLUNTARY TIME-OFF PROGRAM<br />

EVTO is a special temporary program through which employees may individually volunteer<br />

to help reduce <strong>County</strong> Expenditures during periods of budgetary shortfall by taking one or<br />

more unpaid leaves of absence without the full loss of benefits usually associated with<br />

unpaid leave. This program will assist in achieving budgetary savings without significant<br />

adverse impact on critical public services.<br />

Program Requirements:<br />

The EVTO program includes the following elements and requirements:<br />

-- Implementation of the provisions of the Enhanced Voluntary Time – Off Program within<br />

each Department shall be subject to prior authorization by the <strong>Chief</strong> <strong>Executive</strong> <strong>Office</strong>r.<br />

-- The <strong>Chief</strong> <strong>Executive</strong> <strong>Office</strong>r may establish procedures and issue administrative<br />

instructions regarding the operation of the Enhanced Voluntary Time-Off Program.<br />

-- In order to maintain critical public services, all requests by employees for unpaid EVTO<br />

leave must be in writing and be approved in advance by the Department Head or his/her<br />

designee.<br />

-- During specific times each fiscal year, employees who wish to participate in EVTO<br />

will pledge the number of hours to be taken as EVTO. This will assist the<br />

departments in determining projected savings.
