ARTICLE 43 RE-ENGINEERING AND WELFARE REFORM<br />

The <strong>County</strong> agrees to consult pursuant to Employee Relations Ordinance [subsection<br />
5.04.090(A)] on re-engineering and welfare reform. Management agrees to meet and<br />
confer with Local 721 on the impact of implementing work rule changes specifically related<br />
to re-engineering and welfare reform when such matters are not covered by Memoranda of<br />
Understanding or Civil Service Rules.<br />
During the term of this agreement when such work rule changes are implemented, the<br />
significant numbers provision (subsection 2) of the Full Understanding, Modifications,<br />
Waiver Article shall not apply to matters subject to re-engineering/welfare reform impact<br />
negotiations within Department of Health Services or Department of Public <strong>Social</strong> Services.<br />
The <strong>County</strong> shall apply provisions of State law regarding CALWORKS, designed to prevent<br />
displacement of employees or erosion of the bargaining units by welfare recipients, to the<br />
<strong>County</strong>’s training, workfare, and community service programs.<br />
The <strong>County</strong> will also comply promptly with all reporting and complaint investigation<br />
requirements to ensure compliance with State law regarding the work assignments of<br />
volunteers, general relief workfare participants, GAIN participants, CALWORKS workfare<br />
participants, or community service participants.
