ARTICLE 13 GRIEVANCES - GENERAL IN CHARACTER<br />

In order to provide an effective mechanism whereby disagreements between Local 721,<br />
SEIU and Management concerning the interpretation or application of any of the provisions<br />
of this Memorandum of Understanding affecting the rights of the parties or the working<br />
conditions of a significantly large number of employees in the unit may be effectively<br />
resolved, the following procedures are agreed upon:<br />
A. Where Local 721, SEIU, has reason to believe that Management is not correctly<br />
interpreting or applying any of the provisions of this Memorandum of Understanding,<br />
Local 721, SEIU, may request in writing that a meeting be held with the authorized<br />
representatives of the <strong>County</strong> who have authority to make effective<br />
recommendations for the resolution of the matter with copies to the Department<br />
Heads involved and to the <strong>Chief</strong> <strong>Executive</strong> <strong>Office</strong>r. Such written request shall be<br />
submitted within thirty (30) business days from the occurrence of the matter on<br />
which a complaint is based or within thirty (30) business days from the knowledge of<br />
such occurrence and shall set forth in detail the facts giving rise to the request for<br />
the meeting and shall set forth the proposed resolution sought.<br />
Within ten (10) business days of receipt of the request for such a meeting, the<br />
parties will meet for the purpose of discussing and attempting to resolve the<br />
disagreement.<br />
B. Within ten (10) business days of such meeting, and in the event the matter is not<br />
satisfactorily resolved, Local 721, SEIU, shall have the right to meet with
