transfers of qualified employees to available vacancies, recommend to the Board and/or<br />
CEO to reduce or discontinue departmental personnel services contracts, and allow<br />
voluntary demotions before laying off any member of a bargaining unit.<br />
In order to further mitigate the adverse impact of workforce reductions the Department of<br />
Human Resources and <strong>Chief</strong> <strong>Executive</strong> <strong>Office</strong> shall coordinate the use of the <strong>County</strong>’s<br />
Enhanced Voluntary Time-off program with operating departments.<br />
The Department of Human Resources and Department Management shall implement a<br />
program which will match employees scheduled to be laid off with departments who are<br />
hiring workers.<br />
Section 3 Civil Service Rules<br />
Nothing in Section 1 and 2 of this Article shall limit the Director of Human Resources or the<br />
appointing authority’s discretion to implement layoffs pursuant to Civil Service Rules.<br />
Section 4 Proposition A Contracts<br />
Where permanent employees in this Unit have received a notice of layoff, or are on a<br />
<strong>County</strong> re-employment list, the Department of Human Resources and Department<br />
Management will make every reasonable effort to place or, if laid off, rehire such<br />
employees prior to using any new Proposition A contract employee provided such <strong>County</strong><br />
employees are qualified to perform the available work.
