Technical quality<br />

The existing envelope was realized in prefabricated concrete panels attached to the bearing<br />

structure. Each panel, rein<strong>for</strong>ced by a double layer <strong>of</strong> steel bars, is provided with 5cm<br />

thermal insulation on the inside (polystyrene). Steel window frames with single glazing were<br />

used. The external side is alternatively finished with paintings or coloured plaster.<br />

Moisture. According to Di Giulio, moisture is a big issue in Italy, especially inside the blocks.<br />

In general, this is caused by low quality <strong>of</strong> finishing and ineffective ventilation in the rooms<br />

where the moisture itself is produced (bathrooms and kitchens) (Di Giulio and Brunoro, in<br />

Andeweg, 2007).<br />

This problem also affects Laurentino38. Here the state <strong>of</strong> decay is even worsened by the<br />

absent/low quality maintenance over the years. As a result <strong>of</strong> qualitative inspections <strong>of</strong> the<br />

blocks, it could be said that among the most common factors affecting facades <strong>of</strong> Italian<br />

<strong>social</strong> <strong>housing</strong> <strong>estates</strong> as identified by Di Giulio and Brunoro, the following are present in<br />

Laurentino38: crumbling <strong>of</strong> plaster, steel bars corrosion, removal <strong>of</strong> cladding, corrosion <strong>of</strong><br />

window frames, and attack <strong>of</strong> biologic moulds.<br />

Because <strong>of</strong> the lack <strong>of</strong> air transpiration due to the concrete walls, damp stains in bathrooms<br />

and kitchens are strongly claimed by the residents. They should be advised that opening<br />

windows would help. Also ro<strong>of</strong> conditions are very low. Especially in the towers, many<br />

dwellings suffer from water infiltration from the ceiling. This decreases security within single<br />

dwellings as well as causing stains on the walls.<br />

Thermal insulation. Low-per<strong>for</strong>mance and obsolete window frames and glazing cause air<br />

penetration. Together with characteristics <strong>of</strong> the envelope, thermal insulation is not<br />

satisfying. Residents claim very cold rooms in winter, especially residents living in the towers<br />

being more subjected to the wind. This is clear <strong>for</strong> two main reasons. Firstly, the budget<br />

available at the time constrained the building expenses to the detriment <strong>of</strong> the constructive<br />

quality. Secondly, the first Italian law concerning minimum requirements <strong>of</strong> thermal<br />

insulation was defined in the beginning <strong>of</strong> the ‘90s. Thermal insulation and com<strong>for</strong>t <strong>for</strong><br />

working and living units are regulated by the “Energy saving law” (L.373/1976, then<br />

L.10/1991 and D.M. 2005). The DPR 26/08/1993 defines so-called ‘climatic zones’ that are<br />

categories, which each areas has to refer to calculations, grouped on base <strong>of</strong> degrees-days.<br />

Finally, D.M. 192 18/08/05 “Energy Efficiency <strong>of</strong> Buildings” fixes energy requirements <strong>for</strong><br />

buildings (measured in W/m2year) in relation to the climatic zone. It also defines standard<br />

transmission values (U=W/m2K)<br />

Roma is located in zone D, thus the values showed in the table below apply.<br />

The U value <strong>of</strong> single layer concrete panels is usually 0,8. Assuming this reference value in<br />

Laurentino38, adaptations <strong>of</strong> the building envelope are strongly recommended to decrease<br />

the value itself to 0,4 in 2009. (Di Giulio and Brunuoro in Andweg, 2007).<br />

Noise insulation. According to the technical characteristics described by the architects, it<br />

might be assumed that noise insulation is absent. At the time <strong>of</strong> construction, building<br />

regulation did not impose any noise insulation (first law in Italy, 1995). The standard <strong>of</strong> 40<br />

Db might be obtained with external walls thicker than 25cm (Di Giulio and Burnoro in<br />

Andeweg, 2007); in Laurentino38 the concrete panel alone is only 15cm. Moreover,<br />

prefabricated concrete panels and quality <strong>of</strong> windows increase acoustic conductivity. Thus,<br />

adaptations <strong>of</strong> the envelope should also improve acoustic per<strong>for</strong>mances.<br />

Daylight. As mentioned, the average dwellings are well lightened, especially those in the inline<br />

blocks. However, solar shadings are absent all over the neighbourhood. On the other<br />

hand, according to Barucci, rooms in the towers are too deep <strong>for</strong> permeability <strong>of</strong> natural<br />

daylight. Residents perceive this as well. Some inhabitants, changed floor plan <strong>of</strong> their<br />
