Social <strong>housing</strong> <strong>renovation</strong> Italy: which solutions in Dutch <strong>housing</strong> management model? Chapter 3<br />

RELATION WITH PUBLIC BODIES<br />

ATER has relationship with two public bodies that are, as mentioned be<strong>for</strong>e, the region, and<br />

the municipality <strong>of</strong> Roma. With regards to the asset management, ATER is charged with<br />

maintenance on the building and dwelling level. It manages entrances, storages, garages,<br />

common spaces (elevators, staircases and ro<strong>of</strong>s), intermediate public spaces between two or<br />

more buildings and technical equipments within the flats that are shared at building level.<br />

The municipality is charged with management on the district level such as facilities <strong>of</strong> public<br />

spaces, waste collection, cleaning greenery and lighting infrastructures. The two parties are<br />

not coordinated or supervised by a body on the upper level, so a frequent consequence is<br />

that it is unclear what the border <strong>of</strong> the respective competences is. The municipality has at<br />

its disposal additional financial and <strong>intervention</strong> tools to deal with urban <strong>renovation</strong>; in the<br />

last years they were Contratti di Quartiere (District Contracts) and articoli 11 (articles 11).<br />

The main objective <strong>of</strong> these tools is urban <strong>renovation</strong> and since not many funds are allocated<br />

to intervene on the improvement <strong>of</strong> the buildings’ quality, the result is a set <strong>of</strong> punctual<br />

<strong>intervention</strong>s excluded from a wider strategic <strong>renovation</strong> <strong>of</strong> the whole district.<br />

SUPERVISION SYSTEM<br />

Because there is no coordination at a national level, the supervision system is directly<br />

contributed to the regional level. In the case <strong>of</strong> Lazio, the region checks the financial activity,<br />

fixes criteria regarding management <strong>of</strong> the stock (sale and rent <strong>strategies</strong>, recovery <strong>of</strong><br />

arrearages and credits), elects the board <strong>of</strong> directors, develops guide lines to be followed by<br />

the board <strong>of</strong> directors, and approves the Statue, the year program <strong>of</strong> activities, the budget<br />

and the restructuring plan.<br />

The external supervision is directed to an auditors committee, elected by the region. Its<br />

function is to check the book-keeping and financial management <strong>of</strong> the company and report<br />

the results to the region (Regione Lazio, 2002).<br />

As well as all the other institutes, ATER has to respect all the set <strong>of</strong> strict norms regarding<br />

design and construction <strong>of</strong> <strong>social</strong> <strong>housing</strong> introduced in the 1960s. The approval <strong>of</strong> the<br />

building license is regulated by a specific procedure specifically developed <strong>for</strong> <strong>social</strong> <strong>housing</strong><br />

and the building budget is restricted to a maximum standard cost per square meter. At this<br />

moment not one European regulation is acknowledged.<br />

REGULATIONS<br />

Each institute has its own internal regulation represented by the Statue. It defines the<br />

functions <strong>of</strong> each single department within the company, the financing procedure and<br />

criterion regarding financial and accounting rules. (ATER Roma, 2004).<br />

STOCK<br />

The target group entitled <strong>for</strong> <strong>social</strong> <strong>housing</strong> in Rome includes low-income, elderly, sick<br />

people, handicapped, homeless, drug addicts and ethnic minorities. Nevertheless, as<br />

mentioned with regards to the allocation process, the target is wider and includes richer<br />

families. As a first result <strong>of</strong> the recent income census, it has been estimated that also people<br />

earning up to 180.000 euros per year live in a <strong>social</strong> dwelling; between 6.000 and 10.000<br />

families are over the maximum income quote (pers. comm. Maltese, 2007). According to the<br />

law they should be evicted.<br />

The stock managed by ATER is typologically and technologically much diversified and<br />

consists <strong>of</strong> residential and non-residential <strong>estates</strong> built starting from the beginning <strong>of</strong> the last<br />

century till the last decades. The residential stock amounts to 55.000 dwellings in the<br />

rental sector plus 15.000 dwellings on mortgage, whereas the non-residential stock includes<br />

300 building sites, 3.200 commercial rented rooms and 3.000 storages (common, garbage,<br />

wash-house and water collector’s storages).<br />

The <strong>social</strong> <strong>housing</strong> stock houses around 200.000 people, which represents circa 7% <strong>of</strong> the<br />

whole population living in Rome.<br />
