Social <strong>housing</strong> <strong>renovation</strong> Italy: which solutions in Dutch <strong>housing</strong> management model? Chapter 3<br />

(Viterbo, Frosinone, Latina, Rieti and the remaining part <strong>of</strong> the territory under the name <strong>of</strong><br />

the Province <strong>of</strong> Rome).<br />

By definition, ATER Roma is an economic public institute. It is a sort <strong>of</strong> tool in the hands <strong>of</strong><br />

the region but is independent from the financial, entrepreneurial, estate and account point <strong>of</strong><br />

view. Its mission is to face up to the <strong>housing</strong> emergency.<br />

The activities carried out are: supporting public authorities and landlords in designing and<br />

realizing <strong>housing</strong> projects (restructuring programs, <strong>housing</strong> <strong>renovation</strong> and <strong>intervention</strong>s<br />

regarding <strong>social</strong> <strong>housing</strong>); managing the <strong>housing</strong> stock entrusted by others bodies;<br />

conducting research and experimentation on <strong>housing</strong>; and, if charged by public and private<br />

bodies, conducting specific studies, do design, realize various projects on urban and building<br />

scale, do maintenance and manage the stock.<br />

To describe the model <strong>of</strong> ATER Roma the following descriptive model is taken as a reference.<br />

As it is shown in the model itself, brief in<strong>for</strong>mation is given with respect to five categories:<br />

management (model, asset management and relation with the public bodies), stock (tenure,<br />

size, typology, quality, age, allocation system and location) financial support (bodies that<br />

give the funds, objective and subjective subsidies), supervision system (levels <strong>of</strong> supervision<br />

and tools) and regulations (administrative organization and European regulation).<br />

In<strong>for</strong>mation have been collected by means <strong>of</strong> questionnaire to pr<strong>of</strong>essionals in ATER<br />

(directors and technicians <strong>of</strong> ATER) and literature in terms <strong>of</strong> various regulations and reports.<br />
