Ageing Europe at work –<br />

Guidance to support longer<br />

careers of <strong>ageing</strong> workers<br />

Population <strong>ageing</strong> is one of the most profound trends in Europe but is also<br />

apparent in other continents. It offers serious challenges to todayʼs economies<br />

<strong>and</strong> societies. This publication makes the case for guidance <strong>and</strong> counselling<br />

as a core concept to support <strong>ageing</strong> people in learning, career development<br />

<strong>and</strong> employability. Based on a structural analysis of the most important results<br />

<strong>and</strong> insights, this chapter presents <strong>and</strong> discusses in conclusion three<br />

principles which will be crucial for guidance <strong>and</strong> counselling for <strong>ageing</strong> people<br />

in Europe in the future. Results illustrate that, despite encouraging signs of<br />

progress, further actions are necessary to increase effectiveness <strong>and</strong><br />

coverage of guidance <strong>and</strong> counselling as a core tool to deal with population<br />

<strong>ageing</strong>.<br />

Introduction<br />

The preceding chapters have highlighted the importance <strong>and</strong> potential of<br />

guidance <strong>and</strong> counselling in supporting longer <strong>and</strong> more satisfying careers in<br />

<strong>ageing</strong> societies in Europe. The first part of the publication reviews the factors<br />

contributing to active <strong>ageing</strong> from various angles, while the second part<br />

examines contemporary approaches to guidance <strong>and</strong> counselling. The third<br />

part gives several good examples of successful measures <strong>and</strong> practices<br />

launched in EU Member States.<br />

The analysis <strong>and</strong> results presented indicate encouraging signs of progress.<br />

Successful integration of older workers in national labour markets calls for<br />

more comprehensive cross-sectoral policies <strong>and</strong> strategies <strong>and</strong> for<br />

harmonised all-age legislative frameworks across Member States. Guidance<br />

<strong>and</strong> counselling for <strong>ageing</strong> people is a key element to address trends of<br />

<strong>ageing</strong>, changing work <strong>and</strong> emerging skill needs which are closely related.
