Social hous<strong>in</strong>g <strong>in</strong>stitutions thus offer a variety of rental products <strong>in</strong> build<strong>in</strong>gs of one<br />

or more floors <strong>in</strong> the city centre and <strong>in</strong> the townships. However, this production only<br />

accounts for a small proportion of the public hous<strong>in</strong>g supply for low-<strong>in</strong>come households.<br />

Not all the <strong>in</strong>stitutions are equally efficient, the procedures to obta<strong>in</strong> subsidies are still<br />

seen as very cumbersome, and the other modes of f<strong>in</strong>anc<strong>in</strong>g are not standardized. The<br />

new hous<strong>in</strong>g policy, Break<strong>in</strong>g New Ground (BNG), <strong>in</strong>sists on the importance of offer<strong>in</strong>g<br />

rental solutions and help<strong>in</strong>g <strong>in</strong>stitutions operate so that rental solutions can become more<br />

widespread. BNG notably created a new tool, restructur<strong>in</strong>g zones. Municipalities can<br />

identify certa<strong>in</strong> strategic development zones and classify them as restructur<strong>in</strong>g zones.<br />

Then, <strong>in</strong> the case of social hous<strong>in</strong>g projects <strong>in</strong> these zones, <strong>in</strong>stitutions can receive an<br />
